Description

The National Institutes of Health intends to negotiate on a sole source basis with Becton, Dickinson and Company. The NIH Intramural program of National Institute of Deafness and Other Communication Disorders is responsible for purchasing a 1)Upgrade ARIA I to ARIA II w/Temperature Control which includes a full upgrade to a BD FACSAria IIU that includes a new wet cart, flow cell, pinch valve, new fluidic tubing, valves, a new sort block, tube holders (including 1.5ml Eppendorf-style, 12 x 75-mm, and 15-ml temperature control tube holders, bulk injection aspirator, splash shield, associated enclosures, and new nozzles (70, 85 and 100 um); and 2)Kit 2 and 4 Laser 561nm FC Upgrade Aria IIU. This is the only equipment made by BD Biosciences is compatible with upgrading this machine. In addition, data for ongoing projects has been collected using this system by many other investigators in NIDCD and the upgrade is essential to keep this unit functioning for the long-term. RESPONSES THE PROPOSED ACQUISITION ACTION IS FOR ITEMS AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. Capability statements must be received by July 11, 2016, via electronic submission, to ssmith@od.nih.gov. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICES IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
