This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued in conjunction with FAR PART 13.106. The solicitation number is FDA_16-233-1169613. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88-1, June 15, 2016. Requirement: The U.S. Food and Drug Administration (FDA), Office of Regulatory Science (ORS), requires two Desktop DNA Sequencers (2nd/Next Generation Technology), associated Reagent Kits, Accessories, Installation, and Post-Warranty Services. Background/Statement of Need: The FDA/ORS is currently working on microbial metagenomics for use in epidemiology of food borne illness associated with agricultural commodities, growing conditions, agricultural and processing practices and all environments where it is possible for contamination to take place on the path of fresh fruits and vegetables as they travel from the farm to the consumers table. Exploration of entire microbial environments associated with the paths of fresh produce to market, has revealed numerous opportunities for contamination and spread of disease. With inexpensive and reliable sequence information, DM will produce high resolution characterization of all biological risks associated with various growing and production pipelines. This information will guide the development of improved management practices for safe agricultural production and safe processing of fresh produce for American consumption. Minimum Technical Specifications: Integrated Sequencing System for automated generation of DNA clonal clusters by bridge amplification, sequencing, and analysis - Shall generate greater than 3.4 million clusters that passes error filters for generation of greater than 3.4 million accurate high quality reads per single-end run, or greater than 6.8 million reads per paired-end run in a single flow cell - Shall generate greater than 1 Gb of high-quality passing filter data per 2 × 150 bp run - Shall allow sequential interrogation which allows flexible adjustment of read length during a run - Shall support read lengths up to 2 × 150 bp run - Shall include internal computer processing unit with embedded touch screen monitor - Shall include control and management software for local run manager - Shall include installation and training - Shall include at minimum 12 months warranty (including parts and labor) Post Warranty Services & Preventative Maintenance Agreement - Shall include unlimited corrective/remedial maintenance visits within 3 business days of call for service - Shall provide unlimited technical support access Mondays - Fridays (excluding Federal Holidays) between the hours of 8:00 AM - 5:00 PM Central Time. Solicitation provisions- The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The following FAR 52.212-1 addenda apply: Paragraph (b)(4). To ensure information is available, offerors shall furnish as part of their proposal all descriptive material necessary for the government to conclusively determine that the product and services offered will be technically acceptable of meeting or exceeding the Government's requirements. The government is not responsible for locating or securing any information, which is not identified in the proposal. Paragraph (k) To be considered for award an offeror shall be registered and active in SAM by the date and time set forth for receipt of quotes/proposals. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: The Government will award a contract resulting from this solicitation to the lowest priced technically acceptable responsible offeror. Offers will be evaluated on their ability to meet the minimum requirements provided herein. The lowest priced offer will be evaluated first. If the lowest priced offeror is not technically acceptable, the next lowest priced offer will be evaluated and so on until a technically acceptable offer is determined. Technical acceptability will be determined by review of information submitted by the Offeror which must provide a description in sufficient detail to show that the product and service quoted meets the Government's requirement and demonstrate successful performance of the product/service requested as stated herein. Price proposed must be detailed and represent the offeror's response to the schedule of items. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the proposed items meet the technical requirements. Quotes shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offeror. The Provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, applies to this acquisition. An offeror shall complete only paragraph (b) of the provision if the offeror has completed the annual representations and certification electronically via https://www.sam.gov/portal/public/SAM/#1. If an offeror has not completed the annual representations and certifications electronically at the website, the offeror shall complete only paragraphs (c) through (o) of this provision. It is the offeror's responsibility to monitor the internet site for the release of an amendment to the combined synopsis/solicitation (if any).
