- PWS RFQ Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number FA4528-16-T-0028 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 811213 with a size standard not to exceed 11 million dollars. (v) CLIN 0001 - Giant Voice Maintenance 4 EA. Quarterly Preventive Maintenance Inspection (PMI) CLIN 0002 - Giant Voice Maintenance 200 HR. Demand Maintenance Labor Rate Per Hour (PWS: Section 5, paragraph 5.1.) CLIN 0003 - Giant Voice Maintenance 8 HR. Flat Rate Charge For High Priority Maintenance Per Call (After Duty Hours) CLIN 0004 - Giant Voice Maintenance 8 HR. Demand Maintenance Labor For Engineering Support (PWS: Section 1, paragraph 1.8.6.2) CLIN 0005 - Giant Voice Maintenance 1 EA. Parts For Demand Maintenance Not To Exceed $40,000 CLIN 0006 - Giant Voice Maintenance 4 EA. Demand and High Priority Travel (vi) This requirement is for the purchase of giant voice maintenance services for the Mass Notification System (MNS) on Minot AFB. The Mass Notification System is comprised of proprietary Whelen Engineering equipment in order to perform the requirement vendors need to be trained and certified by Whelen Engineering. Contractor shall provide personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform services as defined in the Performance Work Statement. (vii) Place of performance is Minot AFB, ND 58705 and a period of performance will be 1 Aug 16 to 30 July 17. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The other factors considered will be the ability to conform to the Performance Work Statement. Award shall be based on best value to the government. (x) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.sam.gov prior to submitting an offer. (xi) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition.
