- The US Department of Justice, Justice Management Division, Budget Staff has a requirement for an online subscription that provides legislative research services and tracking tools for the period September 27, 2016 through September 26, 2017. This service must allow up to 10 users and provide (1) access to tracking budget-related legislative activity, (2) access to daily Federal legislative news, schedules and expert analysis, (3) access to Federal legislative tracking, reporting and notification, including: bill text, digests, bill markups allowing for comparison of House/Senate changes, revisions, and additions (e.g., side-by-side, strikethrough, or track change comparisons; Amendment text; Committee reports and markup coverage; Congressional records; Floor voting records, summaries and reports; Conference summaries, (4) access to House and Senate legislative summaries, both daily and weekly, (5) access to up-to-the-date Congressional Member profiles and staff listings, (6) access to or notification of, current/live Congressional floor activities, (7) access to Congressional and other newsworthy transcripts and testimonies, (8) access to the Federal Register, (9) the ability to create customized email alerts and search lists, (10) monitoring, tracking, reporting and notification of healthcare legislation, and (11) provide user training and support. The online subscription services to be procured under this synopsis must conform with the following Section 508 Accessibility Standards: 1194.21 Software Applications and Operating Systems; Information and Applications; 1194.31 Functional performance criteria; and 1194.41 Information, documentation, and support (see http://www.section508.gov). Contractors must be fully and actively registered in the System for Award Management (SAM); SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM https://www.sam.gov/portal/public/SAM. FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items) (Mar 2016) is hereby incorporated by reference; all referenced FAR clauses may be copied at https://www.acquisition.gov/far/loadmainre.html. Interested parties must submit a written quote which specifically details product information that demonstrates ability to provide access to legislative information and data, Section 508 conformance (a Voluntary Product Accessibility Template is acceptable), DUNS and costs. Award will be based on the product subscription that best meets the government's needs and cost. Quotes must also include DUNS and quoter must have an active SAM registration at https://www.sam.gov. Revised quotes are to be sent to Michele B. Spencer via email to michele.b.spencer@usdoj.gov; and are due by 4:00pm ET on Monday July 11, 2016. Oral quotations will not be accepted. Telephone calls will not be accepted, as no solicitation document exists.
