- INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a Single Award, Firm-Fixed-Price (FFP), contract for non-personal services to support Health Information Sharing (HISS) Professional and Technical Services for the VHA, Office of Informatics and Analytics (OIA), Health Informatics/Interoperability Office (OI/IO). Please note this is being issued in connection with Request for Information (RFI) VA701-15-N-0113. BACKGROUND The Interoperability Office (IO) within the Health Informatics division is part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Office of Informatics and Analytics (OIA) Health Systems. Health Systems supports and executes VHA's vision and mission to "Honor America's Veterans as heroes by providing the highest quality health care" by defining the Interagency requirements and direction of VA's work with the Department of Defense (DoD). The Interoperability Office is charged with supporting the Department of Veterans Affairs medical operations at the numerous VA/DoD Joint Venture and Medical Sharing location in the continental United States (CONUS) and Outside the continental United States (OCONUS). This work is essential as it is authorized in Public Law (e.g. National Defense Authorization Act of 2014) and involves close collaboration with the Department of Defense Military Officers, civilians and DoD contractors. The purpose of the Interoperability Office is to work collaboratively with the Department of Defense (DoD) to develop, implement and monitor comprehensive healthcare business functions. The Interoperability Office has two main focus areas including: 1.VA/DoD Interagency Program/Project Management for joint health care; and 2.Interoperable Electronic Health Records, Strategic Planning, and Consulting Services to VA and DoD As VA moves forward with a 21st century health care transformation, it is imperative that HI/IO obtains the support services, skill sets, and subject matter expertise available to ensure continuity of already established electronic health record interoperability efforts. SCOPE OF WORK The scope of this PWS involves creating specific deliverables that focus on Interagency Program and Project Management and Interoperable Electronic Health Records, Strategic Planning, and Consulting Services to VHA. This work centers on E H R Interoperability and Innovation at VA/DoD Joint Venture and medical sharing locations. Work will be centered on VA facility and/or Veterans Integrated Service Network (VISN) approved activities with DoD obtained from Users at the joint venture sites. VHA/OIA/HI/IO is required by Public Law to comply with the NDAA of 2014 and report on all interoperability efforts Quarterly and, in summary, Annually. These contract deliverables are also consistent with and complementary to the interagency work that is already underway by DoD's Defense Health Agency (DHA). OIA will use these contract deliverables in collaboration with the VA/DoD Health Executive Council (HEC) authorized work with DoD. OIA will share these deliverables with a variety of other VHA stakeholders including VISN officials and other key VA personnel. Specifically, the functional task areas that shall be supported by this PWS are: (a) Interagency Program/Project Management and (b) Health Information Sharing (HIS) Professional and Technical Services. This includes professional health information services in support of the IO and involved VA/VHA program offices dealing with interagency efforts between DoD and VA for electronic health records. The types of services represented under this PWS are: 1.Program and project management services to assist in planning, initiating, managing, executing, and closing out of interagency programs or projects, 2.Subject matter expertise with interagency electronic health records, 3.Interoperability Consulting Services (e.g., DoD/VA integrated Electronic Health Record (iEHR). (see ATTACHMENT A). ADMINISTRATIVE The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15. The solicitation will be advertised as a total Service-Disabled Veteran-Owned (SDVOSB) set-aside. The applicable NAICS code is 541611 with a size standard of $15.0 million. The solicitation will be issued on or about July 15, 2016 for approximately 21 calendar days. The anticipated contract period will include a 12 month base period, with one (1) 12 month option period. Offerors will be required to submit their offers electronically via email. DISCLAIMER *This notice is not a request for competitive offers.
