JUSTIFICATION REVIEW DOCUMENT Justification for Other Than Full and Open Competition Statue Authority: 10 USC 2304(c)(1); 6.302-1 (a)(2)(iii) Program Title: Pedestrian Entry Control System ______________________________ Date: _________________ JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ACTIVITY 159 Contracting Office (159 MSC) 400 Russell Avenue NAS-JRB New Orleans, LA 70143 II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED This acquisition is to obtain, by other than full and open competition, the installation of one (1 each) pedestrian entry control system to bolster force protection measures for 159 Alert and 159 Security Forces (159 SFS). III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEED Authorization has been requested from 159 Alert and 159 Security Forces (159 SFS) to award a particular vendor, Advantor Systems, a contract to install one (1 each) pedestrian entry control system. The 159 Alert and 159 SFS are requesting the purchase of equipment and installation of a pedestrian entry control security system located at Naval air Station Joint Reserve Base (NASJRB), New Orleans, LA 70143. This system will provide force protection measures as required to protect government assets while in operation and or repair. IV. STATUTORY AUTHORITY PREMITTING OTHER THAN FULL AND OPEN COMPETITION The statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c) (1), as citied in FAR 6.302-1(a)(2)(iii) "Only one Responsible Source and no other supplies or service will satisfy agency requirement". V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITIED ABOVE (APPLICIABILITY OF AUTHORITY). Advantor Systems is the manufacturer of the security system currently in-place at NAS JRB New Orleans. Advantor System Corp. has demonstrated their ability as the only capable manufacturer and installer. This proprietary system is available from only one responsible source, because that source is the sole and original manufacturer. Advantor System Corp. lifecycle technology was included as part of this system with the original purchase and the current request from the Customer for IDS and CCTV will involve accessing Advantor System Corp. proprietary technology. The use of any other Contractor(s) for installation would result in disclosure violation of Advantor System Corp proprietary technology and would void the Government's associated warranty issued with this system. Furthermore, the purchase of Advantor Systems equipment is mandated and facilitated by the USAF. The memorandum, dated: 2 November 2015; entitled: "Non-Nuclear Intrusion Detection System (IDS) Equipment Approval," specifically mentions the usage of Advantor for this type of requirement. Additionally, Advantor System Corp is an approved Government Contractor source approved by NGB-AQ-AF for the consolidated maintenance of this system under Contract Number W9133L-10-F-0238. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICATED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE In an effort to promote as many potential sources 159 FW proposes that in future awards of this nature to identify sources that offer similar services without the use of proprietary technology as long as it does not compromise the integrity or security of Government resources and/or property. VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICAPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE. The Contracting Officer has determined, by the signature on the cover page that the anticipated cost to the Government will be fair and reasonable based on market research results. This determination is also based on the express consent given by the undersigned technical representative. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED. Market research was conducted by electronic means to include but not limited to Federal Business Opportunity (http://fbo.gov), internet search, and government resources. Market research resulted in Advantor System Corp. being the only available source. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION. The Advantor Systems software is already in-place, and is not able to be integrated with non-proprietary software and equipment. Base Alarm System Monitoring being provided by Advantor System Corp under Contract W9133L-10-F-0238 is nationally approved by National Guard Bureau -Acquisition- Air Force (NGB-AQ-AF). X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTREST IN THE ACQUSITION. N/A XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUSBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED. In an effort to overcome any barriers to competition 159 FW proposes to identify sources that offer same and/or similar services that do not contain proprietary technology. However, any proposed competitor's product shall not compromise the integrity or security of Government resources and/or property. XII. CONTRACTING OFFICER'S CERTIFICATION I certify by my signature on the cover page, that the facts and representation under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
