Description
The Library of Congress FEDLINK program intends to issue a request for proposal on July 5, 2016 to procure digitization services on behalf of the Library of Congress Library Services. SCOPE: The Library of Congress Library Services has selected bound volumes of newspaper clippings and unbound newspapers for digitization. Bound volumes will be scanned at opening angles of 180 degrees and 120 degrees. Unbound newspapers will be scanned at 180 degrees. Depending on the nature of the material, scanning will be done under or on top of glass. The contractor shall digitize newspapers according to National Digital Newspaper Program (NDNP) specifications. The contractor shall perform the conversion with staff with experience in this area of digital conversion. Approximately 80% of the content is in English. The remaining 20% is mostly in German; however, Italian, Flemish, and Dutch are also possible. Approximately 20% of the pages contain a Fraktur font. Detailed technical specifications are contained in the document "The National Digital Newspaper Program (NDNP) Technical Guidelines for Applicants", which can be found here: NDNP 2016 technical specifications - http://www.loc.gov/ndnp/guidelines/NDNP_201618TechNotes.pdf. The NDNP Technical Guidelines document is incorporated into the statement of work in its entirety. The contractor shall also consult and use the Digital Asset Metadata Elements - Dictionary included in Appendix A; the File Format Profiles in Appendix B; the XML Metadata Templates in Appendix C; and the Batch, File and Directory Structure in Appendix D of the NDNP 2016 technical specifications. Instructions and guidance related to the scanning of color content that deviate from the NDNP technical specifications will be provided by the Library to supplement the aforementioned documents. The contractor shall provide image files and derivatives for each newspaper page in the following formats: TIFF, JPEG2000, PDF, and OCR output in ALTO XML with associated metadata. By default, imaging and metadata specifications will follow the NDNP 2016 technical specifications unless specified by the Library at the outset of a project. While 400 dpi greyscale scanning (8-bit TIFF) is the default, 400dpi color imaging (24-bit TIFF) may be required for newsprint containing color ink. OCR output for non-English content will require use of up-to-date character recognition software, language-specific dictionaries and thesauri, and language identification by textblock. OCR of Fraktur German fonts will require use of Fraktur-specific tools. Digitization requirements are driven by the most current version of the information capture specifications (sampling rate, tone/amplitude resolution, encoding, etc.), quality guidelines, and content categories and digitization objectives recommended by the Still Image Group of the Federal Agencies Digitization Guidelines Initiative ("FADGI"). Sample target files may be required prior to contract award. Once the project begins, the contractor will be required to submit targets on a daily basis. Digital conversion will take place at Library of Congress facilities. The Library will provide adequate space and infrastructure for the required equipment and operator.
