- This is a Presolicitation Synopsis Notice for a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Technical and Administrative Support Services in Support of the Federal Laboratory Consortium (FLC). The Contract Specialist point of contact for this anticipated solicitation will be Grace Garrity at (301) 975-2345, email grace.garrity@nist.gov. THIS IS FOR INFORMATION ONLY: This Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; No other information will be provided and no responses are required. 1. CONTRACT INFORMATION: Solicitation SB1341-16-RP-0024, which is intended to will be an IDIQ with Firm Fixed Price and Time and Materials Contract Line Items (CLINs). Place of performance will be determined on each task order. This action will be 100% Small Business Set-aside. 2. PROJECT INFORMATION: The Contractor shall provide Technical and Administrative Support Services in the areas of technology transfer in support of the FLC. The National Institute of Standards and Technology (NIST) serves as the host agency for the FLC. The FLC is the only government-wide forum for federal technology transfer. Its members consist of technology transfer professionals representing more than 270 federal laboratories and a representative from each of their respective parent federal agencies and departments. This contract will provide support to both the National operations as well as to the Regional operations of the FLC. Work performed under the anticipated IDIQ Contract may include technical and administrative support to carry out the FLC's mission, focusing on technology transfer within each of the six regions (MidWest, Far West, Mid-Continent, Northeast, Mid-Atlantic, Southeast) and six committees at a regional level and a National level. 3. EVALUATION INFORMATION: This contract will be evaluated using Best Value trade-off method. The Government intends to award a single award IDIQ type contract resulting from the solicitation. The Government will evaluate the proposal responses in accordance with the criteria described in the solicitation. 4. ESTIMATED POSTING DATE: The estimated solicitation issue date will be on or about July 12, 2016 under solicitation number SB1341-16-RP-0024. Proposals are anticipated to be due approximately 30 days from issuance of the Solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is NAICS code 541690. The Small Business Size Standard is $15,000,000 in annual receipts.
