- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with American National Standards Institute (ANSI), New York, NY, to update NIST's license to ANSI's Standards Portal to include access to (19) additional Standards beginning 1 Aug 2016. This is a sole source inasmuch as ANSI, as publisher, is the owner of all rights, title and copyright to the publications material contained within the portal and is the only vendor with legal rights to publish and distribute the Standards worldwide. A firm fixed-price purchase order modification increasing the number of accessible Standards via the Portal will be issued on or about July 25, 2016. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 7/15/2016. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 511120 and the size standard is 1000 employees.
