- NASA/GRC intends to contract directly with South Dakota State University and Michigan Technological University to perform specialized CyanoHAB algal bloom studies. These efforts are a twelve month follow-on effort to contract NNC15MF72P with South Dakota State University and NNC15VA51P with Michigan Technological University and builds on the information and data already available as the result of 2015 program to mature methods for sensor image assessment, calibration and atmospheric corrections in the study of CyanoHAB algal blooms in the western Lake Erie basin. NASA/GRC intends to continue this effort with South Dakota State University, 2201 Administration Lane, Brookings SD 57007 and Michigan Technological University, 1400 Townsend Dr., Houghton MI 49931. As a follow-on the 2015 study program with these two universities, South Dakota State University and Michigan Technological University are considered to have the technical capabilities, analytical tools, and a unique understanding of the requirements to successfully and efficiently perform the effort. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth and FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on July 5, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
