Solicitation Number: W15QKN-16-X-05OQ Notice Type: Sources Sought Introduction The US Army Contracting Command - New Jersey (ACC-NJ) on Behalf of the Office of the Product Manager, Close Combat Systems (PM-CCS) and the U.S. Army Research Development and Engineering Command, Armament Research, Development, and Engineering Center (RDECOM-ARDEC), Picatinny, NJ is using this Sources Sought Synopsis as a means for conducting market research to identify potential sources having an interest and industry technologies available to support/provide a non-lethal vehicle stopping solution. The result of this market research will contribute to determining the method of procurement should the Government pursue this technology. Based on the response to this Sources Sought Notice/Market Research, this requirement may be set-aside for Small Business (in full or part) or procured through full and open competition. Multiple awards may be made. All Small Business set aside categories will be considered. Telephone inquiries will not be accepted or acknowledged and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER This Sources Sought is for informational purposes only. This is not a Request for Proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. Response shall be submitted at no cost to the Government. Any information submitted by respondents to this Sources Sought is done so on a voluntary basis. Program Background The US Army ARDEC is seeking potential sources for the manufacture, testing, inspection and delivery of a portable Non-Lethal vehicle stopping system for wheeled vehicles in accordance with a Government-owned Performance Specification. The system shall be capable of stopping wheeled vehicles weighing up to 22,000 lbs. traveling 30 mph within 200 feet of deployment. A non-lethal solution should not adversely impact occupants wearing seatbelts or impart more than minimal damage to the targeted vehicle. This request is for non-lethal barriers only (non-lethal to personnel and limited vehicle damage). The intent of this effort is to field a vehicle stopping solution as an improvement over currently fielded portable non-lethal systems. Required Capabilities The Government requires a two (2) man portable non-lethal wheeled vehicle stopping system that can be setup in a standby mode enabling vehicle traffic flow with the ability to be deployed remotely (providing standoff between the operator and targeted vehicle) and by hand to prevent access to a protected area or to capture a targeted vehicle. The vehicle stopping system desired can be used in both deliberate and hasty applications. The intent of this sources sought is to assess the current level of the technology available in non-lethal vehicle stopping systems that could fulfill this requirement. The Government envisions a solution that meets the following operational and program requirements. The Capabilities Statement should include the following: relevant experience in providing vehicle stopping systems, description of system function, description of system capabilities in terms of vehicle size, weight, speed, and stopping distance, a list of all major systems subassemblies, components and their function, and a description of the corporate production quality systems. Non-Developmental Item: The proposed solution should be a non-developmental item to the maximum extent possible or require only minor modifications to meet the Performance Specification. If minor modifications might be required, include such time as would be necessary for development in your overall schedule. Qualification: The vehicle stopping system must be capable of being qualified by demonstrating compliance with a Draft Performance Specification. The Draft Specification is available upon request via email to Rebecca Markell, Contract Specialist, Rebecca.l.markell.civ@mail.mil and submission of a Non-disclosure Agreement (see attachment 002), Dun & Bradstreet Registration Number (DUNS), Company Name and Point of Contact (POC) and Commercial and Government Entity Code (CAGE), Completed AMSTA-AR-1350 (see attachment 003), and a copy of a DD2345 - Militarily Critical Technical Data Agreement certified by the contractor and accepted by the U.S/Canada Joint Certification Office within the past five (5) years. The Draft Performance Specification is subject to change and should not be construed as the actual requirements that may accompany any future Request for Proposal. Questionnaire: Provide an answer and supporting evidence/explanation and or comments for each question in the attached table (Attachment 001). The answer column contains a pull-down menu for most responses. Data requests such as warranty or service life for example, requires a numerical value in the answer column. This table will be used for capability assessment purposes only. An information sheet on the M2 VLAD is available upon request to the contract specialist via email at Rebecca.l.markell.civ@mail.mil. Pricing: Provide a Rough Order of Magnitude (ROM) production (unit) costs for the quantities listed in a-d. Note: please provide additional quantity cost information if there are clear volume price points other than those listed in a through d. a. 1 - 25 systems b. 26 - 1000 systems c. 1001 to 5000 systems d. Greater than 501 systems Address if there are any standard warranties available for purchase or included in the purchase price. Include information concerning current contacts or Cooperative Research and Development Agreements (CRADAs) with US Government agencies relevant to the acquisition of the identified vehicle stopping solution. Include information if you firm is a member of a consortium such as the DoD Ordnance Technology Consortium (DOTC), including contract or award vehicle numbers and any efforts performed that may be relevant to the development of non-lethal vehicle barrier solutions. Does your firm have any test data on your potential product solution that can be supplied to the Government? Please include dates and purpose of testing, if available. Delivery and Production Planning: What is the anticipated duration between contract award, production of deliverable systems, first article testing, and start of deliveries? Your response should include time allowed for Physical Configuration Audit (PCA) and FAT. Provide the minimum and maximum system production rate in systems per month and anticipated monthly output. Are systems currently available and in stock? Consumables: Address any components that may be consumed during deployment or capture event. Provide a list of these components to include quantity used during deployment and capture, typical replacement cost, availability and average time to ship, install, and return the unit to the usable state to minimize downtime between deployment, capture and return to service. Are any of the consumable components intended to be reused or able to be refurbished for reuse in the system? Spares and Tools: Address what components might regularly need to be kept in stock for repair or replacement either through wear and tear or after a deployment or capture event and return to service. Will any components require refurbishment or capable of being refurbished after deployment, capture and return to service? Will tools be provided with the system for removal of netting after capture? Describe what types of tools and use of tools that might be necessary for removal. Manuals & Training: Describe available system documentation. Specifically, describe the status/availability of a Training package, Operating & Maintenance Manuals. Address the potential for your firm to provide New Equipment Training, training on-site at testing locations, or other user training to Government personnel such as "Train the Trainer". Technical Data Package and Rights: In accordance with FAR 27.3 and 27.4, address any Patents or Data Rights that might be asserted if a contract is issued. Provide information on any registered patents, copyrights or trademarks owned by your organization as they relate to the vehicle stopping solution. Indicate what, if any, Limited Rights Data or Government Purpose Rights Data might be available for use under a potential Contract. Indicate if your organization will consider the sale of a Technical Data Package for the vehicle stopping system. Special Requirements: Any resulting contract shall be compliant with the specialty metals restrictions of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clause 252.225.7002 entitled "Qualifying Country Sources as Subcontractors". If subcontractors are used, please indicate which part of the system will be manufactured by the subcontractor and supply contact information including: Name of company and point of contact (POC), business title, telephone number, fax number, business address, contracting and technical POC information including e-mail address, business size (Cage Code) and DUNS number. Assumptions/Assertions: State any assumptions made when preparing your response. List and specify any assertions made and how they relate to the submission. Eligibility: The applicable NAICS code for this requirement is 314999 - All other miscellaneous textile product mills, with a Small Business Size Standard of 500 employees. The Product Service Code (PSC) is 4240, Safety and Rescue Equipment. Please indicate you organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status. Submission Details: Interested businesses should submit a capabilities statement demonstrating the ability to provide the products/systems listed in this Sources Sought Notice.
