- N00019-14-4013 Draft RFP 062916 RSA Phase II CDRL Exhibit C RSA Phase II CDRL Exhibit B RSA Phase II CDRL Exhibit A Attachment 1 RSA Phase II SOW The Naval Air Systems Command (NAVAIR) announces the DRAFT Request for Proposal for the Navy Telemetry Range Support Aircraft (RSA) Program Phase II Integration effort, for Industry review and feedback. Attached to this announcement is a full text DRAFT version of the RSA Phase II solicitation. The SOW and CDRLs are also attached. The technical specifications and other attachments can be accessed via eDMZ. Should you need access to eDMZ, please refer to the announcement history. The RSA Pre-Solicitation Conference will be held on 2-3 August 2016. It will consist of one-on-one meetings with interested offerors. This event will be held at the Southern Maryland Higher Education Center, located at 44219 Airport Road California, MD 20619. More details will be posted on this announcement at a later date. If interested in attending the RSA Pre-Solicitation Conference, interested parties must register no later than 1700 (EST) on Tuesday, 26 July 2016. Please submit the following information to Ms. Edla Vaughn via email at: edla.vaughn@navy.mil. - Company name(s) - Name and title of those representatives planning to attend - Other companies/representatives on your team - Desired time frame for one on one meeting (AM or PM, Day 1 or Day 2) Business casual attire is acceptable. Teams (primes and subcontractors) are encouraged to meet with the Government as a team. The intent of the one-on-one discussions is to receive direct feedback on the draft solicitation detailing the RSA Phase II integration effort. The program seeks direct feedback in the areas of Technical and Management evaluation factors, resource loaded IMS utilizing cost realism principles, Test Strategy, affordability profile, contract type and deadline durations. Industry should identify any areas where the solicitation is unclear or overly demanding for a FPIF contract type. Please provide any general questions and feedback from the DRAFT solicitation and/or Pre-Solicitation Conference by 15 July 2016. The final solicitation is expected to be released on 22 September 2016.
