- This synopsis is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. This proposed action is for the procurement of a Mobile X-Ray System. The Government intends to solicit and negotiate with one of the identified brands under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a brand name award under North American Industry Classification System Code (NAICS) 334517: Irradiation Apparatus Manufacturing. Business size standard for NAICS 334517 is 500 employees. PSC code: 6525 - X-Ray Equipment and Supplies: Medical, Dental, Veterinary. Delivery Schedule: 19 June 2016 Delivery Destination: Medical Materiel Building 830 Area A 4881 Sugar Maple Dr. Wright Patterson AFB, OH 45433-5529 Requirement: One (1) Mobile X-Ray System The proposed brand sources are Fujifilm Medical Systems USA, Inc. located at 419 West Avenue, Bldg. 7, Stanford, CT 06902-6300 and GE Healthcare located at 3000 N Grandview Blvd. W-443 Waukesha, WI 53188-1615, respectively. This procurement will not be competed outside of the aforementioned Fujifilm Medical Systems USA, Inc's FDR D-EVO II G35 14x17" GOS Wireless Detector Part #800045500 or the GE Healthcare's Optima XR220amx Digital Mobile Radiographic System - with 30kw generator. The contracting officer has determined that the circumstances of the contract action deem the Fuji and GE brands the only sources reasonably available. The identified brand systems are currently used in the Air Force MTF's and personnel are trained to use them. Any other x-ray devices could cause delays to treatment due to the technician trying to figure out how the equipment operates. The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single point of DoD registration for contractors who conduct business or who are interested in conducting business with the government.
