- The National Park Service intends to issue a solicitation for a construction requirement for the Harpers Ferry National Historical Park. Work will consist of providing all labor, qualified supervision, material, tools, equipment, supplies and incidentals to install an ADA walkway to The Point area of the park. Work also includes landscaping and burying of a power line. A detailed Statement of Work and specification will be provided with final solicitation documents. The Solicitation No. is P16PS01852. Project Magnitude is between $250,000 and $500,000. One (1) firm-fixed price contract will be awarded on a best value basis. Technical evaluation factors will be included in the Request for Proposal. Davis Bacon Prevailing Wages (Highway) for Jefferson County, WV will apply. The North American Industry Classification System (NAICS) code is 238990 with a size standard of $15 million. This requirement is set aside for Women-Owned, Small Businesses. A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. The official Request for Proposal and its attachments will be issued and available approximately July 13, 2016 and will be posted to the Federal Business Opportunities (FBO) at https://www.fbo.gov and FedConnect at https://www.fedconnect.net.
