- The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) is implementing a new program: Child Care Tuition Assistance Program (CCTAP). The CCTAP provides subsidies for childcare services provided by licensed or accredited child care providers. The program is designed to encourage eligible employees and their families to use quality child care services by offsetting a portion of their costs. Subsidies are paid directly to the child care providers who must be licensed and/or regulated by the State and/or local authorities where services are provided. The Contractor shall furnish all necessary labor, materials, supplies, equipment, services and processes (except as specified herein) to implement, manage and administer payments effectively to child care providers covered by the APHIS CCTAP. This program provides subsidies to all eligible employees in various locations across the United States. Then Contractor will receive a specified sum of money from the Agency and distribute it to child care provider's subsidy funds. In return, the contractor will receive a fixed fee for the service provided. APHIS is seeking information from contractors as to their capacity to implement and administer this program. The USDA, APHIS intends to establish one (1) - five year option contract for providing these services. The scope of the contract will require the contractor to complete the following: 1. Determine and Communicate Eligibility for Participation a. Identify eligible APHIS employees b. Assist in full application completion c. Collect and review applications d. Eligibility determination of child care providers e. Eligibility of employees based on completed applications f. Notifications of acceptable or denial of program benefits g. Develop a flow-chart of CCTAP process h. Managing potentially ineligible employees/child care providers 2. Administration of the Program a. Design and issuance of certification forms for child care providers and employees to submit payment b. Ensure accurate and timely submissions of certification forms c. Initiate timely payment to child care provider d. Track and monitor monthly subsidy payments e. Identify separated employees and (if applicable) coordinate refunded payments f. Submit timely monthly invoices to APHIS for subsidy amount paid and management fee g. Develop and coordinate annual participant recertification h. Maintain files on behalf of the agency 3. Reporting Requirements a. Comprehensive monthly and annual reporting b. 1099 reporting The estimated amount of annual subsidies paid each year is $90,000. Since this is a new program, the total amount actually paid may vary. The North American Industry Classification System (NAICS) code is 541611 with a small business size standard of $15 million. The Government acknowledges that responses to this sources sought are not binding offers. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested firm please provide the following information: 1) Size of business, including whether your company is a large or small business (and any socio-economic qualification), and a point of contact; 2) DUNS number and CAGE code; 3) A brief Statement of Capability (no more than five pages) which demonstrates the ability to meet the specialized work requirements above. Include any past performance information on contracts of similar size and scope and indicate the degree of work self-performed. Also include past performance references with names and phone numbers.
