- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Time and Frequency Division, intends to issue a Firm Fixed Priced purchase order to a single source under the authority of FAR 13.106-1, “ Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements”, to CrystaLaser for the purchase of a 523-nm pulsed laser that meets the following specifications: - Laser wavelength: any wavelength in the range of 520 to 540 nm - Pulse repetition rate: tunable from single shot to >= 2 KHz - Laser pulse width < 20 ns - Pulse energy >= 200 uJ (micro-Joules) - Pulse stability: 1% root-mean-square pulse energy fluctuations -- 3% single shot stability for 99.9% of pulses - Small form factor: laser head dimensions shall be no larger than 185 x 50 x 36mm (length x width x height) - Shall have four 4-40 imperial units) sized through holes on the base of the laser -- The 4-40 through shall lay on a rectangular grid with the dimensions 175 x 40 mm (length x width) ***** Sole Source Justification is based on the following: The laser shall be interchangeable with the CrystaLaser product QL532-200 in order for it to serve as a functional backup for two CrystaLasers currently owned and operated by NIST. Especially important that the laser size and mounting holes match that of the QL532-200 laser.***** The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to aron.krischel@nist.gov. The government will consider responses received by 3:00PM, MDT, 8 July 2016. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
