- Govt Provided Technical Forms Solicitation PRE-SOLICITATION NOTICE PROJECT TITLE: Forest-wide Road Maintenance IDIQ on the Allegheny National Forest The Allegheny National Forest (ANF) plans to award a Forest-wide Road Maintenance IDIQ Contract for work located within the Allegheny National Forest. By design, an Indefinite Delivery, Indefinite Quantity (IDIQ) contract allows the Government to respond to various emergencies and other needs rapidly, without committing to a specific quantity or type of work. The contractor that receives an IDIQ contract award will then complete work when it is identified on individual task orders throughout the life of the contract. Road Maintenance Work Items will be performed under this contract. They will be issued as separate Task Orders throughout each Performance Period. The Work Items include: Road Reconditioning, Aggregate Surface Course placement, Aggregate Base Course placement, Culvert pipe replacement, Geotextile placement, Riprap placement, Turnout construction and Turnout reconstruction, and seeding & mulching. Work will be performed on various Forest Service roads within the Allegheny National Forest. This includes Warren, Forest, Elk, and McKean Counties. The IDIQ issued as a result of this solicitation will have a minimum guarantee of $10,000.00 over the life of the contract. The resulting contract will have a maximum value of $4,000,000.00 over the life of the contract. The life of the IDIQ will include one base year and four option years. Magnitudes of Construction for task orders under a resulting contract will be one of the following depending on the project: Less than $25,000. Between $25,000 and $100,000. Between $100,000 and $250,000. Between $250,000 and $500,000. Bonding: For task orders less than $35K no bonding is required. Task orders $35K and greater require payment bonds. Task orders $150K greater require both payment and performance bonds. Solicitation materials will be uploaded to this site on or about 9 May 2016. This will include maps, specifications, and all materials in order to submit an offer. Interested parties are advised that registration in the System for Award Management (SAM) database is required prior to award of a contract. There is no cost for registration in SAM when registration is completed on the official SAM website (www.sam.gov). This procurement is set-aside 100% for small business concerns. The NAICS code is 237310 and the Small Business size standard is $36.5 million. NOTE: NO TELEPHONE, FACSIMILE, E-MAIL AND/OR WRITTEN REQUESTS FOR SOLICITATIONS OR POSTING STATUS SHALL BE ACCEPTED.
