GSA Public Buildings Service TITLE: U.S. Government seeks to lease office and related space in R4/Tampa, FL. SOLICITATION NO: 16-Reg4-6FL0493 NOTICE TYPE: Sources Sought CLASSIFICATION CODE: X - Lease of rental facilities NAICS CODES: 531120 -- Lessors of Nonresidential Buildings (except Mini-warehouses) SYNOPOSIS: U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): State: FL City: Tampa Delineated Area: Northern Boundary: Fish Creek (from Old Tampa Bay continuing east to Memorial Highway); Memorial Highway (from Fish Creek continuing southeast to West Spruce Street); West Spruce Street (from Memorial Highway continuing east to North Westshore Boulevard); North Westshore Boulevard (from West Spruce Street continuing north to Jim Walter Boulevard); Jim Walter Boulevard (from North Westshore Boulevard continuing east to West Columbus Drive); West Columbus Drive (from Jim Walter Boulevard continuing east to the Hillsborough River); the Hillsborough River (from West Columbus Drive continuing southeast to East Scott Street); East Scott Street (from the Hillsborough River continuing east to Nebraska Avenue); Nebraska Avenue (from East Scott Street continuing south to the Selmon Expressway); the Selmon Expressway (from Nebraska Avenue continuing northeast to the Ybor Channel). Southern Boundary: MacDill Air Force Base. Eastern Boundary: The Ybor Channel, which becomes the Ybor Turning Basin, which becomes Sparkman Channel, which becomes Port Tampa Bay, which becomes Hillsborough Bay. Western Boundary: Old Tampa Bay. Minimum Sq. Ft. (ABOA): 24,712 ABOA Square Feet Vault and Office: Of the required 24,712 ABOA square feet, the Government requires 4,675 ABOA square feet for a secure vault that must be located on the first floor, having direct vehicle access from the exterior of the facility. The Government requires the remaining 20,037 ABOA square feet for office and related space. Dedicated Loading Dock: In addition to the square footage requirements specified above, the Government requires a dedicated loading dock for exclusive use by the government with roll up door providing direct vehicular access. The loading dock must not be greater than 25 feet away from the vault entrance. The loading dock and vault entrance must be configured so the public has no opportunity to view or enter this area. The space must be sufficient to allow the construction of a dedicated secure vehicular vestibule for loading and unloading high valued assets. Maximum Sq. Ft. (ABOA): 24,712 ABOA Square Feet Space Type: Secure vault, office and related space, dedicated loading dock. Term: Up to 10 Years Agency Specific Requirement: (including GOV parking) Twenty (20) parking spaces reserved for the exclusive use of the Government AND secured in accordance with agency security standards. Parking may be surface or structured; however, all parking must be secured in accordance with agency security standards. A fully serviced lease is required. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. Offered space shall not be in the 100 year flood plain. HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 16-Reg4. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides are offered in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period," which will typically be the 1 st through 7 th of each month, ending at 11:59 PM EST on the 7 th of the month. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with RLP 16-Reg4 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.
