- The Airspace Mission Planning Program Office (AFLCMC/HBM) intends to issue a solicitation for systems engineering and integration across the Mission Planning Enterprise required to procure and deliver integrated and interoperable Mission Planning products to the US War-fighter(s) and Foreign Military Sales (FMS) customers. Mission Planning is rooted by an "early look" approach of all developed software and defined by processes, creating a trifecta between the Government, System Integrator and various developers across the Mission Planning Enterprise. In order to develop and support an evolving product line of Mission Planning components, the Mission Planning program office (HBM) requires critical engineering integration capabilities and explorations into methods to improve architecture design, tools, utilities and security patches under the Systems Engineering Integration Contract (SEIC). SEIC is the common denominator in Mission Planning, with which, development efforts boast impressive cost avoidance for the Mission Planning Enterprise, creating opportunities to eliminate redundancy in development of tools, utilities and security patches utilized by multiple platforms as well as a continuity of architecture design and Mission Planning domain expertise. Mission Planning development follows a well-defined software factory process which emphasizes a Systems Engineering and Integration approach that includes open technical meetings; sharing of code/design/interfaces; unlimited Government rights to products; consideration of advanced IT technologies, technology insertion collaboration across the Enterprise; early incorporation of development and operational test. The early involvement and collaboration with MP developers, open meetings and working groups, and open technical reviews allow the Government, Mission Planning Enterprise Contract (MPEC) (or other developer) and the third party integrator (SEIC) to effectively find advanced, integrated and Enterprise-wide systems engineering and innovative solutions in the Government's best interest as it pertains to low-risk ways to deliver improved cost, schedule and performance of each Mission Planning Environment (MPE) across the Enterprise. The proposed contract vehicle (supply contract) is a Single Award IDIQ; two Delivery Orders, one for US-funded requirements and one for FMS funded requirements will be issued at time of award. A selection will be made using FAR Part 15 procedures (Trade-Off). The IDIQ will have a Fixed Performance Period of 10 years, with a 9 year Ordering Period. Several contract types are anticipated. Model Delivery Orders are provided with this announcement including information presented during Industry Days held at Hanscom AFB. In addition, two narrated briefings are available for the JMPS Framework Architecture; requests for this briefing shall be submitted to the Contracting Officer ( lisa.barone@us.af.mil ) with the names of the individuals viewing the briefing and the CAGE Code and company POC of the company requesting the architecture briefing. Foreign participation will most likely be prohibited for this solicitation due to the security classification level of some requirements. A solicitation will be electronically posted within the next 60 days; an official Notice of Proposed Contract Action will be released a minimum of 15 days prior to official release of the solicitation. All notices and any/all amendments will be posted and available on this site (www.fbo.gov). It is the responsibility of interested parties to review this site frequently for the posting of any updates/amendments to the solicitation. All information pertaining to this solicitation, including technical questions shall be submitted to ONLY the Contracting Officer to ensure equal distribution of information to all interested parties.
