- FA8601-16-R-0050 Skywrighter Solicitation COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in award of a "no cost (zero dollar)" contract for a commercial service, i.e., Publication of the Skywrighter Newspaper. The synopsitation is prepared in accordance with the provisions of Department of Defense Instruction 5120.04 as an exception to Government Printing and Binding Regulations published by the Joint Committee on Printing. Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense FAR Supplement, FAR clauses/provisons and supplements useful in protecting the interests of the U.S. Government and implementing those provisions required by law are included in this requirement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial item procurement using FAR Part 12 and FAR Part 13, Simplified Acquisition Procecures. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives the best rating in accordance with the evaluation criteria set forth in the solicitation. The Government reserves the right to award without discussions or make no award at all depending upon the quality of proposals received. Solicitation Number: FA8601-16-R-0050 This is a full and open acquisition under North American Industry Classification (NAICS) Code: 511110, Small Business Size Standard: 1000 employees. Synopsitation Closing Date: Proposals must be received not later than 12:00 pm, Eastern Time on 20 July 2016. Proposals are to be submitted IAW Instruction to Offerors to the above address. Any correspondence sent via e-mail must contain the subject line "Solicitation FA8601-16-R-0050." E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.
