- Attachment 1: Pricing Matrix SINLEC16Q0069 Combined Synopsys / Solicitation This is a combined synopsis/solicitation for Forensic Recovery of Evidence Devices (FRED) and Training. This announcement constitutes the only solicitation for this requirement and quotes are being requested. The solicitation number for this requirement is SINLEC16Q0069, which is being issued as a Request for Quote (RFQ). This requirement is being posted as a HUBZone Set-Aside in accordance with (IAW) FAR Subpart 19.5--Set-Asides for Small Business. The solicitation criteria for this requirement will be Lowest Priced Technically Acceptable (LPTA) based on “Fair Market Value”. The North American Industrial Classification System (NAICS) code for this requirement is 541519—Other Computer Related Services with a Size Standard of 27.5M. Questions for this requirement shall be submitted in writing as soon as possible but not later than 5:00 PM, EST on 7 July 2016 to: Brett Scott (Contract Specialist) by email at ScottB2@state.gov. Questions not received by the specified date will not receive consideration. Final proposals shall be due (by email) not later than 5:00 PM, EST on 12 July 2016 sent to the aforementioned email address. In order to participate in this RFQ and be eligible for an award, the proposer must; (i) be a certified HUBZone source, (ii) have a current CAGE Code (iii) be registered to do business with the Government in the System For Award Management (SAM) and (iv) not be on the Excluded Parties List. https://www.sam.gov
