- DESCRIPTION OF SUPPLIES/SERVICES The contractor shall provide all services necessary to perform the continued services for Navigation Sections five (5) EarthCam, Inc. web cameras as defined below except for those items specified as government furnished property and services. The USACE Seattle District Navigation Section intends to continue using its currently owned EarthCam, Inc. brand web-based construction cameras to monitor construction activities. Contractor shall provide base year, plus four option years of (a) unlimited 4G cellular data service for the Verizon cellular data network for five (5) cameras (currently owned by the USACE Seattle District) and (b) Robotic Camera Software Support Package (tecg support, maintenance and software upgrades) for the five (5) USACE Seattle District owned EarthCam, Inc. brand cameras and (c) archiving Time-Lapse Service Platinum Service (1 image every 5 minutes) five (5) USACE Seattle District owned EarthCam, Inc. brand cameras. BASIS FOR RESTRICTING COMPETITION Circumstances of this contract action deem only one source reasonably available. The EarthCam Inc. cameras are still fully functioning, and serviceable. All described services, maintenance, etc. required are proprietary to EarthCam Inc. New or replacement hardware and any maintenance is not available from other vendors. Using another vendor to provide these services would void any warranties. The other choice would be to replace all five (5) cameras from an alternate provider which would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements.
