Description

This Solicitation is a Request for Proposal RFP. The Contractor(s) shall furnish all labor, supervision, equipment and materials to perform all operations necessary to accomplish the work in accordance with the Solicitation, Provisions, Contract Clauses, and Statement of Work. The Whissenhunt OHV Area Trail System, located in Lumpkin County, provides recreational trails for all terrain vehicles (ATVs) less than 50", and motorcycles. This project is to construct trail reroutes of approximately 3.15 miles, to decommission approximately 3.50 miles of existing trails and to repair approximately 1.10 miles of existing trail. The contractor is to provide layout, planning, survey, required land disturbance permits, and construction for motorized multi-use trails that are low maintenance and sustainable. The contractor shall also work to close poorly located, undesignated existing trails in areas that will not incorporated into the new trail network proposal. This project is segmented into 3 groups of work item options, one being the base bid work items, the second being the option # 1 work items and the final being the option # 2 work items Base Bid work items consist of approximately 0.90 miles of trail obliteration, 0.90 miles of trail re-route construction, and 1.10 miles of existing trail restoration. Option # 1 bid items will consist of approximately 1.25 miles of trail obliteration, and 0.25 Miles of trail re-route construction. Option # 2 bid items will consist of approximately 1.15 miles of trail obliteration and 2 miles of trail re-route construction. The contractor will provide the survey, layout, and design plan for the trail re-route and decommissioning. The trail centerline for the re-route has been mapped and flagged on the ground. The contractor will use this centerline to layout and construct the new trail. The route must lay within a 100' corridor of the flagged centerline, specifically allowing for 50' on either side of centerline. Existing trails and the new trail re-routes within the Whissenhunt OHV Area Trail System Rehabilitation Project are to be managed as "Class 4 All-Terrain Vehicle and Motorcycle Trails" as found in FSH 2309.18, Section 23.21. Exhibit 01 (Motorcycle) and FSH 2309.18, Section 23.22 Exhibit 01 (All-Terrain Vehicle) both are attached to this solicitation. There are specific design and construction criteria required to meet this management goal. All disturbed soils will require adherence to Georgia Soil and Water Conservation Commission (GSWCC) BMPs. The design plan will emphasize the location, by station, of structural BMPs needed for control of overland water flow to minimize erosion and sedimentation. This may include, but is not limited to structures such as drainage dips, water bars, climbing turns, stream crossings, etc. The work is to be performed at the Whissenhunt OHV Trail System is located off of Camp Wahsega Road (Lumpkin County Road 187) Estimated Project Timeline Contract Award August 15, 2016 Start Date September 12, 2016 Design Complete and Approved March 10, 2017 Begin Construction March 13, 2017 Completion Date November 15, 2017 A MANDATORY PREBID MEETING is Scheduled for JULY 20th at 10:00 am at the Whissenhunt Project Site.
