- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the TATRC MRMC-T, Operational T-Medicine Laboratory (OP-TMed Lab), to procure Propaq MD Basic 2 Military Configuration without competition as prescribed in FAR 13.106(b)(1)(i). Specifically, the Government will procure this system manufactured by Zoll Medical Corporation. The Propaq MD Basic 2 Military Configuration can only be purchased from Zoll Medical Corporation; the company has no authorized resellers for this particular product. The Propaq MD Basic 2 Military Configuration is an ultra-lightweight, airworthy monitor/defibrillator that provides advanced monitoring capabilities, including full Masimo Rainbow SET technology. It offers multiple display modes to operate in bright sunlight or during night missions (NVG-friendly display). The battery system and AC power charger provide worldwide sea, land, and air operating capabilities for this rugged device. The Propaq MD can monitor all physiologic parameters and provide numerous shocks for over six hours on a single battery charge. This equipment is required for the Operational T-Medicine Laboratory (OPTMed Lab) that will provide an evaluation and integration location for medical equipment and systems used to improve health care provided to deployed medical units. The OP TMed lab allows clinical and technical specialists to resolve integration problems prior to deployment in an environment similar to that in which they will actually be used. This facility will provide the Services Medical Logistics (MedLog) Enterprise, located at Fort Detrick, a convenient, local site to display, demonstrate and trial new and emerging medical devices, especially those items intended to be used in the deployed environment. TATRC's research projects require integration with monitors to include those monitors in the field. TATRC has participated in Training, Real World and Experimental exercises and deployments over the last 18 years at the OP-TMed Lab where multiple medical devices have been evaluated and then deployed in support deployed medical units. This specific monitor is the only one that could allow TATRC to continue collaborating with its research partners on the ongoing collaborative research. The North American Industry Classification System (NAICS) for this requirement is 339112 and FSC 6515. Proposed solicitation number: W81XWH-16-T-0299. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
