- The Naval Air Warfare Center - Aircraft Division (NAWC-AD) Lakehurst, NJ intends to procure four (4) each Aircraft Lifting Slings (P/N 70073-85000-013; NSN 1730-01-367-5166) with Proof Load Testing & Non-Destructive Inspection certificates in support of the MH-60R/S Program. This procurement will be a limited competition between the sellers that can provide the exact part number. The Government does not own the technical data. The procurement of any other part number would result in additional testing costs as well as logistics costs for the technical data package and updates to publications and training. The resultant contract will be competitively awarded, on a firm-fixed price basis, to the responsible business that can provide the exact part number at the lowest total cost to the Government. Specific information will include detailed specifications in solicitation N68335-16-T-0346 and will be issued and posted on the FedBid website at https://marketplace.fedbid.com/login.do on or about 15 July 2016 and will close 30 days after the solicitation issue date. FOR THIS SOLICITATION, NAWC-AD intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider; FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at https://marketplace.fedbid.com/login. There is no cost to register, review procurement data or make a quote on FedBid. Offerors may not artificially manipulate the price of a transaction on FedBid by any means. It is unacceptable to place bad faith quotes, to use decoys in the FedBid process or to collude with the intent or effect of hampering the competitive FedBid process. Use of FedBid: Buyers and Sellers agree to conduct this transaction through FedBid in compliance with the FedBid Terms of Use. Failure to comply with the above terms and conditions may result in offer being determined as non-responsive.
