Description
*This is PRESOLICITATION NOTICE, please do not submit any bids, a formal solicitation is forthcoming* * THIS IS A 100% SMALL BUSINESS SET-ASIDE* The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, construction contract, for the Renovations of Building 34, DLA Richmond, VA. Description of Work: Building 34 is the current headquarters building for DLA Richmond. The Command Suite is located there, along with other management offices for the site. The 3-story building was constructed in the 1940’s and has a brick exterior. It also has a slate roof and other architectural details from that era. The majority of the project is a roofing project; the existing roof is more than 20 years old and has been leaking. Part of the roof is slate and the other part is a single-ply flat roof. All roof penetrations will be repaired and replaced to prevent further leaking. Other exterior repairs include painting and repairs to areas of the building exterior that have been damaged, including the fascia and around the dormer windows. The gutters will be removed and repositioned; several of the interior gutters will be cure-lined to repair leaks. The exterior canopies will be cleaned and re-painted, as well as the handrails. Minor interior repairs will be made to the walls to fix small holes and dents that have occurred. The existing double doors that to conference room 1 on the first floor (these are exit doors to the outside) will be replaced with new double doors that provide better acoustical qualities (insulating the conference room from outside noise The Government intends to award a firm fixed price contract using INVITATION FOR BID WITH PRE-AWARD SURVEY and procedures outlined in FAR 36 and FAR 14. Preaward survey will determine contractors' responsibility in accordance with FAR 9.104 and 9.106. Bidders will be evaluated on both pre-award survey and conformance to the solicitation and price. The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. The contract duration is 240 calendar days to account for mobilization, submittals, materials, work, admin, and closeout. The magnitude of construction is between $ 250,000.00 and $500,000.00. The NAICS code applicable to this requirement is 236220, with a small business size standard of $36.5 million. The proposed procurement listed herein is 100% set-aside for Small Business Concerns. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The solicitation will be available in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about July 29, 2016.
