Description
Opioid Treatment Programs Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Alliance of Methadone 435 2nd Ave New York, NY 10010-3101 The purpose of this purchase order is to expand system and service capacity through (1) an initial screening and one-day face-to-face training of selected opioid treatment programs (OTPs) to participate in a MAR peer program pilot; (2) the development of a learning collaborative to follow up on initial training and coordinate MAR peer program development; (3) the design of one-on-one coaching templates with OTP participant teams to problem solve and monitor progress; and (4) the development of a two-day onsite technical assistance visit for each participating OTP. National Alliance for Medication Assisted Recovery (NAMA) is uniquely qualified to fulfill the tasks of this purchase order. NAMA/MARS is the sole organization which serves as the technical and subject matter expert in the design and provision of medication-assisted recovery peer recovery support service (MAR-PRSS) programs. The work outlined in this purchase order requires a specific and distinct understanding of and best practices in aligning MAR-PRSS programs with OTPs. Through NAMA/MARS's intimate work with this group of providers, it has developed the familiarity in relationship-building and knowledge expertise in philosophies, infrastructure, and operational procedures that will ensure successful program adoption. Through NAMA/MARS's position as the originator and replicator of MAR-PRSS programs, it demonstrates its unique ability to perform the duties described in this purchase order. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
