- Draft attachments with the exception of 0009, 0011, 0034-0042, 0057, 0062, and 0063. DRAFT FMTV A2 Request for Proposal (RFP) The Government has made sections of the DRAFT FMTV A2 Request for Proposal (RFP) available to interested parties. The attached sections include the following: A - Solicitation/contract form. C - Description/specifications/statement of work. D - Packaging and marking. E - Inspection and acceptance. H - Special contract requirements. J - List of Attachments K- Representations, certifications, and other statements of offerors or respondents. L - Instructions, conditions, and notices to offerors or respondents. M - Evaluation factors for award Any information provided by the Government is DRAFT ONLY and is subject to change prior to the final RFP release. Publication of any DRAFT Documentation is not a pre-RFP notice (synopsis) or a formal RFP and does not bind the Government to solicit or award a contract. All DRAFT Documents are subject to change. The formal RFP will take precedence over any other information provided. Feedback provided in response to the draft shall be voluntary on the part of the potential offeror and the Government will not reimburse any potential offeror for costs associated with its feedback. The Government intends on providing the complete list of Draft Attachments prior to the Final RFP release. The Government has made FMTV A2 DRAFT Attachments 0003 - 0063 available to interested parties, with the exception of Attachments 0034, 0036-0042, and 0057. Attachments 0009, 0011, 0062, and 0063 are For Official Use Only (FOUO) and are posted via secure link for interested parties. Parties interested in obtaining the FOUO Attachments must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, and submit a signed Non-Disclosure Agreement (NDA) via email to the FMTV A2 mailbox usarmy.detroit.acc.mbx.fmtv-a2@mail.mil. The data custodian in JCP must sign and submit the "FMTV Tech Data NDA" which is attached to this announcement. In addition, the interested party shall provide the Organization's name and CAGE code. Upon submission of the NDA, interested parties can request access to the FOUO Attachments by clicking on the secure Attachments link. Upon approval, the Government will provide online access to the file via the secure link. However, if you have already gained access to the FMTV A2 DRAFT Performance Specification by following the above instructions, you have immediate access to the FOUO Attachments by clicking the appropriate link. The Government will post updated information on the FMTV A2 effort as necessary. Interested parties are responsible to keep themselves informed, so it is important to visit FBO periodically to ensure that you have the most current information. Please submit any questions through the FMTV A2 mailbox usarmy.detroit.acc.mbx.fmtv-a2@mail.mil. If addressed via formal RFP release, the Government may not respond directly to your question but will incorporate its response into the final RFP. In any event, the formal RFP will be the final response to the questions received prior to its release. The Government reserves the right to not respond to all questions received.
