- J.2 CDRLA002 J.1 CDRLA001 SOLICITATION This synopsis/solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Request for Proposal (RFP) attached to this announcement constitutes the only solicitation for which proposals are being requested. Synopsis/Solicitation N00178-16-R-2036 is issued as an RFP. The synopsis/solicitation document as well as incorporated provisions and clauses are prescribed through Federal Acquisition Circular (FAC) 2005-88. This procurement is intended to be awarded as a fixed price level of effort contract on a sole source basis with Saft America, Inc., 107 Beaver Court, Cockeysville, MD 21030. This requirement has a North American Industry Classification System (NAICS) code 541712, with a size standard of 1000 employees. The Naval Surface Warfare Center, Dahlgren Division intends to procure engineering and technical support and materials for the battery system development, design, documentation, modeling, validation and testing of non-propagating energy storage modules. These support services will be in accordance with the Statement of Work contained in the attached RFP. Shipping/freight terms shall be FOB Destination, Dahlgren VA 22448-5114. Inspection and Acceptance shall be made at NSWC Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP), as well as Simplified Procedures for Certain Commercial Items, will be utilized for award in accordance with FAR Part 12 and FAR Part 13.5 respectively. The order shall be firm fixed price level of effort. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Applicable provisions and clauses are detailed in the attached RFP. Additionally, the RFP contains the requirement's Statement of Work. Contract Data Requirements Lists are attached as exhibits. Proposals are due by 14:00 (local NSWCDD time) on 05 July 2016. Only responsible sources may submit a proposal. Proposals may be submitted via email in NMCI compatible Microsoft or Adobe format to samantha.goswellen@navy.mil. The following is posted in response to questions received in response to synopsis N0017816R2036: Q1 - Does the Combined Synopsis/Solicitation under solicitation number N0017816R2036 contain requirements similar to a current contract? A1 - Yes, somewhat. Per the original synopsis, "Saft America, Inc. has provided direct support for the energy storage module development since FY14 and is the only responsible party with the required background knowledge, experience, and expertise to effectively support the completion of the current development phase. No other vendor has the capability to perform the required tasking." Q2 - If possible, please provide the current contract number.
