Description
SOW Summary - Travel Management Services for U.S. Embassy Beijing and Consulates Shanghai, Guangzhou, Shenyang, Chengdu and Wuhan This is a Sources Sought Notice only. This notice is issued as a means of conducting market research to identify parties having interest in and capability to provide the service described below. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB) or a commitment on the part of the Government to conduct a solicitation in the future. All information provided is strictly voluntary and no reimbursement will be made for any costs associated with providing a response to this notice. Further, the U.S. Department of State (DOS) offers no assurance that any solicitation will result from this notice. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis is strictly voluntary. All information contained in this Sources Sought Notice is preliminary and is subject to change. Failure to respond to this notice will not preclude participation in any future solicitation, should one be issued. Any information submitted will become the property of the Government and will not be returned. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. The Government will utilize responses to this Sources Sought Notice to determine the availability of firms capable of meeting DOS requirements and to determine the appropriateness of setting aside this acquisition for US small business concerns. The North American Industry Classification System (NAICS) code applicable to this requirement is 561599.The corresponding small business size standard in millions of dollars is $20.5. Telephone inquiries will not be accepted or acknowledged and no feedback or evaluation will be provided to companies regarding their submissions. Responses providing partial information may not be considered by the Government. Questions, if any, must be directed to LazicV@state.gov. Required Products/Services Travel Management Services for U.S. Embassy Beijing and Consulates Shanghai, Guangzhou, Shenyang, Chengdu and Wuhan See attached summary of the Statement of Work ( SOW ) for the required services. Required Information Vendors interested in responding to this Sources Sought Notice should submit all the below listed information ( 1-4 ) electronically to LazicV@state.gov with a copy to AndrewsGS@state.gov not later than 4.00 p.m. CEST (Central European Summer Time) on July 14, 2016. 1. Company details ( name, address ), DUNS number and POC information. 2. Company Socio-Economic status: (e.g. Small, SDVOSB, WOSB, HUBZone, etc.). 3. Description of capabilities to fulfil the requirements of the Statement of Work (SOW) by: a) Providing information about prior experience in the travel industry, specifically in China, with suitable references; b) Providing information to show the availability of the personnel with qualifications, experience knowledge of the relevant local laws and language(s) at such locations in China as required by SOW; c) Showing its organizational structure by means of a chart or a similar method, to demonstrate that it has the capacity to perform the required services; d) Providing illustration of its technical capabilities by identifying the major automated reservation systems (e.g., Apollo, SABRE, System 1, Worldspan) which it intends to use. This system must be capable of generating automated travel itineraries and issuing advance boarding passes when applicable. e) Certifying that the vendor recognizes the responsibility for acquiring all licenses and permits required by local ( Chinese ) law for the performance of the required services 4. Will your company need to subcontract any part of the work? Please explain. General affirmations of interest will not be considered. Only Capability Statements addressing the above-mentioned requirements received will be considered. Vendors will not receive formal notification or feedback on any information submitted in response to this Sources Sought request. NO PHONE CALLS WILL BE ACCEPTED. ONLY WRITTEN CORRESPONDENCE BY E-MAIL WILL BE CONSIDERED.
