Description
This is a notice of intent to award a sole source contract under the authority of 10 U.S.C 2304(c)(5) and 15 U.S.C. 637(m) (See FAR 6.302-5(b)(7), Sole source awards under the WOSB Program and FAR 19.1506, Women-Owned Small Business Program sole source awards). The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to award a Cost Plus Fixed Fee (CPFF) contract directly to ORSA Corporation, a woman-owned small business, for Research and Development. The Government is seeking methods to evaluate tradeoffs associated with lighter weight body armor for Naval Air Systems Command (NAVAIR) aircrew applications. This project is being pursued to further our understanding of ballistic protection requirements for mounted Warfighters. This compliments other work being conducted by the Natick Soldier Research, Development and Engineering Center (NSRDEC) for the dismounted infantryman. The contractual effort will perform modeling and simulation analysis on body armor for up to two airframe configurations. The effort will also examine various injury model metrics to determine the appropriate injury severity scoring method for this analysis and provide a report on the comparison of armor configurations. A determination by the Government not to compete this proposed contract based upon responses to this notice and a recently issued sources sought is solely within the discretion of the Government. This notice of intent is not a Request for Proposals nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the requirement. The associated North American Industry Classification System code for this procurement is 541712, (Research and Development). All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice by COB (4:30 PM) July 18, 2016 to Lisa Gregory-Robinson, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Government reserves the right to process this procurement as a sole source based on the responses received.
