Description

The NAVSUP Fleet Logistics Center (FLC) Philadelphia Office, intends to acquire non-personal services support for the Astronomy Department of the United States Naval Office (USNO) located in Washington D.C..The proposed contract action is for commercial services in which the Government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1). Interested parties may identify their capability and respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Gregory Bredthauer is the only known supplier who can provide the source code for all instruments used in the USNO ™s critical star speckling observation mission. Furthermore, Gregory Bredthauer is also the only known person who has knowledge of the previous version of the observation project instruments and has worked on the system modifications/additions through source code and systems engineering.
