- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to solicit, negotiate, and award a Firm Fixed Price contract to Lockheed Martin Integrated Systems Inc 1293 Perimeter Parkway, Virginia Beach, VA 23454-5690 for the continuation of lifecycle logistics services in support of the Naval Air Systems Command (NAVAIR) PMA-281 Strike Planning and Execution Systems Program Office. The NAVAIR Strike Planning and Execution Systems Program Office (PMA-281) systems consist of the Tomahawk Command and Control System (TC2S), and Naval Mission Planning System (NavMPS). The period of performance on this procurement will be a twelve (12) month base period. The Place of performance shall be performed primarily at the contractor's facility at (Lockheed Martin Corporation) 3000 Lincoln Drive East, Suite G, Marlton, NJ 08053. NAWCAD has identified the effort to extend the current support services until a competitive contract is awarded in order to avoid a break in service from the current contract. This sole source award is to prevent a gap in services that will occur as a result in a slip of schedule in awarding the follow-on action. A gap in service would have a severe impact on the Navy Fleet warfighters using PMA-281 products. Without continued contractor support, PMA-281 would be unable to expeditiously field NavMPS (JMPS), TC2S (TOMAHAWK) and DCRS (Mission Debrief) products to our fleet customer, which would leave the warfighter unable to complete their assigned tasks, resulting in mission failure Lockheed Martin Integrated Systems is currently the only contractor providing the services therefore is the only responsible source capable of meeting the contract requirements and avoiding the risk of a break in service until the competitive action can be awarded. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
