- BACKGROUND/REQUIREMENTS: This is a service contract to conduct barrier maintenance and repair at Caserma Ederle, Vicenza and surrounding installations and Camp Darby, Livorno, Italy. DESCRIPTION OF SERVICES/INTRODUCTION: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform semi-annual maintenance, annually-recurring safety inspections and any repairs needed at electro-hydraulically operated pop-up-barriers and traffic arms and at different Access Control Points (ACP's) at Caserma Ederle and surrounding installations, Vicenza, Italy and Camp Darby, Livorno, Italy. PLACE OF PERFORMANCE: Work will be executed at Caserma Ederle, Vicenza and its satellite locations as well as Camp Darby, Livorno, Italy. PERIOD OF PERFORMANCE: The Government contemplates to establish an hybrid contract with Firm Fixed Price (FFP) and Time and Material (T&M) Clins for one (1) base year and two (2) option years. The North American Industry Classification System (NAICS) is 811310. SUBMITTAL INFORMATION: It is requested that interested vendors submit to the contracting office a brief capabilities statement package demonstrating ability to perform the services listed above. In order to deem the vendors' responsibility, such package shall include the following documentation: 1. Certificato Camera di Commercio (Certificate of the Chamber of Commerce) NOT older than six (6) months at the time set forth for the receipt of the source sought inquiry. Self-certifications are NOT allowed. The business purpose (oggetto sociale) should include but is not limited to: Installation, repair and maintenance of electric and electric-mechanical civil and industrial systems ("Installazione, riparazione e mautenzione di impianti elettrici ed elettromeccanici, civili ed industriali"). 2. SAM Registration. In order to register on SAM website ( https://www.sam.gov ), vendors must have a DUNS number ( obtainable on http://dbitaly.dnb.com ) and a NATO code (obtainable on https://www.siac.difesa.it/tiki/tiki-index.php?page=NCAGE). The successful offeror to be awarded this contract MUST be currently registered in the SAM database. NOTE: If the decision is made to issue a Solicitation for this requirement, additional information regarding the Performance of Work will accompany the solicitation. The capability statement package must be sent by email to both Ms. Francesca Candia, Francesca.candia.ln@mail.mil, and Ms. Dee Cavanaugh deloris.s.cavanaugh.civ@mail.mil. Submissions must be received no later than 3:00 p.m. Central European Time (CET) on 14 July 2016.
