Description

Solicitation This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (www.fbo.gov). The RFQ number is N39040-16-T-0220. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-88 and DFARS DPN 20160607. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/vffara.htm and http://farsite.hill.af.mil/vfdfara.htm. The NAICS code is 336611, and the small business size standard is 1,250 employees. This is a 100% small business set aside. The period of performance for this contract shall be for one hundred twenty (120) days starting with the date of contract award. The contract type will be Firm Fixed Price. Pre Bid Conference A pre bid conference will be held at Portsmouth Naval Shipyard, Kittery, ME for potential contractors to survey the barge prior to submitting a bid. It is highly recommended that all potential bidders attend. The pre bid conference will be held on JULY 13, 2016 at 10:00 AM EST. If interested in attending, contractors shall submit the following information to Aimee Maciejewski no later than JULY 8, 2016: Name, State of Residence, Company and Cell Phone Number Contractors are responsible for their travel costs to Portsmouth Naval Shipyard (PNS), Kittery, ME. Contractors must stop at the Pass/ID Office and provide a valid Driver's License, valid registration and proof of insurance. PNS will perform a background check. It is recommended contractor/s allow up to 1 hour to complete the background check prior to attending the pre bid conference. NOTE: A criminal background is grounds for base access denial. If Contractor has access questions, call 207-438-2235. ITEM DESCRIPTION 0001 Job: Routine Overhaul (ROH) to recondition Barge YC-1501 in accordance with Scope of Work Specification Package. Interested parties must contact Aimee Maciejewski at aimee.maciejewski@navy.mil to obtain a copy. Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. METHOD OF PROPOSAL SUBMISSION: All quotes must be sent via email to aimee.maciejewski @navy.mil. All quotes shall include price(s), a point of contact, name and phone number, CAGE Code, technical specifications of service offered, business size under NAICS Code 336611, and payment terms. Quotes over ten (10) pages will not be accepted. Each response must clearly indicate the capability of the vendor to meet all specifications and requirements.
