- Draft PWS IEA NOTICE OF INTENT TO AWARD SOLE SOURCE This is a notice of intent, pursuant to the Federal Acquisition Regulation (FAR) 6.302-1. The United States Department of Education (the Department), Contracts and Acquisitions Management (CAM) intend to award a sole source contract to the International Association for the Evaluation of Educational Achievement (IEA), based in Amsterdam, the Netherlands (http://www.iea.nl) to develop and implement the next rounds of four international large-scale assessments for the following studies: Trends in International Mathematics and Science Study (TIMSS); Program for International Reading Literacy Study (PIRLS); International Computer and Information Literacy Study (ICILS); and the International Civic and Citizenship Education Study (ICCS). The IEA maintains sole copyright of TIMSS, PIRLS, ICILS, and ICCS, including but not limited to the assessment items, survey questionnaires, and computer-based delivery platforms. The IEA is the sole source for continuing these important cross-national education assessments used by policymakers around the world to improve educational opportunities for students. No other vendor has the legal right to duplicate the assessment instruments or survey delivery platforms. This procurement requires the IEA to review and revise study frameworks, gather subject matter and psychometric experts to assist with each study, develop new items for the cognitive and non-cognitive study instruments, prepare international versions of the study instruments, oversee international sampling and data adjudication, document the data collection processes in each participating country, conduct scaling, weighting and estimation of study data, and analyze and report out the data in a series of international reports. The estimated contract period of performance will be 60 months from date of award, with a renewal/option period up to an additional 60 months. The Department contemplates a contract award by September 2016. This notice is not a request for competitive proposals. This is for informational purposes only.
