- ManSci Equipment List The Centers for Disease Control and Prevention, National Center for Environmental Health (NCEH) intends to award a sole source fixed price purchase order, to ManSci Inc. 6925 Lake Ellenor Drive, Building 1, Suite 136, Orlando Florida 32809. The contract will be for a base period of 12 months and four 12 month option periods. The service agreement is to cover two (2) automated pH instruments, 1 preventive maintenance visit per year, training and unlimited warranty service including parts and labor, periods. The Tobacco Products Lab at the Centers for Disease Control and Prevention is required to analyze all aspects of currently available tobacco products. To assist in the measurement of pH in tobacco products ManSci Inc. proprietary automated instruments are required. See attached equipment list. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 811219 Other Electronic and Precision Equipment Repair and Maintenance Manufacturing with size standard of 500 employees. ManSci Inc. is the Original Equipment Manufacturer (OEM) of the automated pH instruments to be serviced. The hardware and software configurations are also proprietary to ManSci Inc. as such other vendors do not have the ability or the expertise to repair and upgrade NCEH's current system configuration. Measurements made in tobacco and tobacco smoke help to establish a baseline in which public policy makers and consumers can make informed decisions about using tobacco products. The service contract is required to help CDC laboratory scientists continue to make important pH measurements in tobacco products on a continual basis. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
