- The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source, Firm Fixed Price contract in accordance with FAR Part 13 with Big Top Manufacturing of Perry, Florida. Further, this purchase is being made utilizing Big Top's General Services Administrative (GSA) Federal Supply Schedule (FSS) GS-07F-9604G for the purchase of a single Big Top Shelter Model 44W110L23CH16SW. NAVAIR does not intend to use the provision of FAR Part 12 for this acquision. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the staturoty authority Federal Acquisition Regulation (FAR) Part 6.302-4(a)(2) which states that Full and Open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government.
