Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Nanoscale Metrology Group, intends to negotiate on a sole source basis with Stable Laser Systems, Inc. (SLS) located in Boulder, CO under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The Nanoscale Metrology Group requires a requires a highly stable optical cavity for accelerometry research to stabilize a laser operating at 1550nm. The full system must include the optical cavity, vacuum enclosure, thermal isolation, temperature control, and replaceable fiber coupling. For accelerometry research the group measures the wavelength of light resonating in an optical cavity that can vary over a wide range. To do this the group requires a reference cavity that may be used to stabilize a reference laser, or act as a bridge between an optical reference and the cavity under test. The optical cavity must be able to meet the following specifications: Cavity: 1. Cavity material ULE 2. Free spectral range of 1 GHz ±50 MHz 3. Cavity wavelength 1500 nm to 1600 nm 4. Finesse of 10,000 - 20,000 over wavelength range 5. Fiber input coupling that is removable and replaceable while maintaining specified alignment. 6. PM fiber with FC/APC connector 7. Alignment with greater than 90 % contrast for TEM00 in reflection and transmitted TEM01 less than 5 % of TEM00. Chamber: 1. Hermetically sealed vacuum chamber with blanked 1.33" Conflat flange for evacuation. 2. End ports with windows for optical access to couple beams in and out of cavity. 3. Windows angled 2 degrees to optical axis of cavity and antireflection coated with reflectivity less than 0.25 % 4. Chamber size less than 150 mm x 150 mm x 80 mm 5. Temperature sensor, heater and controller 6. Temperature stability less than 3mK over 1 second. 7. Frequency stability less than or equal to 50Hz at one second measured as an Allan Deviation less than 2.5E-13 Stable Laser Systems, Inc. (SLS) is uniquely qualified to meet all of the required specifications as they are the only source found through extensive market research with the capability of providing a complete system that includes the optical cavity, vacuum enclosure, thermal isolation, temperature control, and replaceable fiber coupling. Stable Laser Systems, Inc. (SLS) has no other authorized distributors or resellers and is the only source that can supply the complete system necessary to meet the Governments minimum requirements. The NAICS Code is 333314 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
