- DD254 Price Breakdown Spreadsheet RFP Required Report Summary The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), Bremerton, Washington intends to award a Firm-Fixed-Price, Stand-Alone contract for non-SUBSAFE structural repairs and preservation of exterior hull, superstructure, free floods and main ballast tanks in support of the USS Maine (SSBN 741) FY17 Engineered Refueling Overhaul (ERO), located at PSNS&IMF, Bremerton, Washington. Scope of work includes non-SUBSAFE submarine hull and structural repairs, lead bin repairs and conversions, de-ballasting and re-ballasting, blasting and painting. Contractors will be required to hold a NAVSEA Notice 5000, or MSRA qualification or submit equivalency documentation demonstrating sufficient organization, management and facilities capabilities (equivalency documentation shall be submitted at time of proposal). Contractors performing preservation work shall be SSPC QP-1 certified (no equivalency allowed). All interested parties may download the solicitation and amendments at FedBizOpps (FBO), www.fedbizopps.gov. All contractors must be registered and active in the System for Award Management (SAM) www.sam.gov/portal/public/SAM/. The solicitation along with any attachments will only be available electronically at FBO. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Restricted Access Files: Due to restricted distribution, certain Section J solicitation files require additional vetting of interested parties. Restricted files are only available through the FBO "Restricted Files' area of this solicitation. Interested parties must submit an approved and current DD Form 2345 (Military Critical Technical Data Agreement) to the Gov't Point of Contract listed below before access will be granted. The anticipated period of performance is: Eleven (11) months, commencing on/around 2 Jan 2017. The Government intends to award a Firm-Fixed Price, stand-alone contract to the responsible contractor on a best value source selection with subjective tradeoffs in accordance with, but not limited to the Federal Acquisition Regulation (FAR) 15.101.1. The factors and associated sub-factors will be used to evaluate all offeror's Technical, Past Performance, and Price. Pre-Proposal Conference The purpose of the Pre-proposal Conference is to provide Industry with answers to RFP questions. Attendance and participation is strongly encouraged. The requirements of the solicitation take precedence over any verbal pronouncements made during the Pre-proposal Conference. Main Briefing Place: U.S. Naval Undersea Museum Auditorium, 1 Garnett Way, Keyport, WA 98345 Date: 19 July 2016 Time: 9:00-11:00 AM PST Breakout Sessions (One on One) Place: U.S. Naval Undersea Museum, Mary Bonnin Room, 1 Garnett Way, Keyport, WA 98345 Date: 19 July 2016 Time: 12:00 AM - 4:00 PM PST (30 min blocks) Breakout one on one session times are first come first served. Interested parties shall send an RSVP to timothy.smart@navy.mil by 2:00 PM (PST) 18 July 2016. Please provide the full, legal name (first name, MI, last name) and driver's license information (State and number) for all attendees. All RFP questions shall be submitted to Tim Smart, Contracting Specialist, timothy.smart@navy.mil, by 22 July 2016 @ 4:00 PM (PST). Inspection of Vessel/Ship Check The USS MAINE (SSBN 741) will only be available for a pier-side ship check. However, offerors, including significant subcontractors, will be able to inspect a similar dry-docked Ohio-class SSBN on 20-22 July 2016. To schedule a ship check, offerors shall email a request for ship check to Tim Smart, Contracting Specialist, timothy.smart@navy.mil no later than 2:00 pm PST on 13 July 2016. Participants will be provided additional information to the ship check and will be subject to security, safety, and other applicable regulations established by Intermediate Maintenance Facility - Bangor, WA. Photography will NOT be authorized during the three (3) ship checks. Schedule of ship checks are as follows: 1. 20 July 2016 at 8:30 am to 10:00 am PST 2. 20 July 2016 at 11:00 am to 1:00 pm PST 3. 21 July 2016 at 8:30 am to 10:00 am PST 4. 21 July 2016 at 11:00 am to 1:00 pm PST 5. 22 July 2016 at 8:30 am to 10:00 am PST 6. 22 July 2016 at 11:00 am to 1:00 pm PST Detailed information required to be granted access for ship check will be provided after offeror has scheduled to attend.
