- SYNOPSIS: This pre-solicitation notice is issued by the USACE Chicago District to inform interested contractors of the District's anticipated release of a Request for Proposal (RFP) solicitation for this construction project - ENVIRONMENTAL RESTORATION SERVICES FOR LITTLE CALUMET RIVER PROJECT WETLAND MITIGATION AT HOBART MARSH. PROJECT: Over 340 acres is to be restored via native seeding and planting, eradication of woody and herbaceous invasive species, and aggressive natives by means of cutting, along with mowing and herbicide application and hand removal. Further, prescribed burns will start once a fuel matrix sufficient to carry a fire develops. Monitoring and maintenance of the plantings and the production of annual monitoring reports are also required. Earthwork will be involved to include the construction of three parking lots, the disablement of agricultural field drainage tiles and the repair of eleven erosion gullies. Fencing and signs will be installed on nearly all tract perimeters, except where tracts adjoin. The Marsh is comprised of the following - 4.97 acres of Emergent Wetland, 9.53 acres of Sedge Meadow, 1.36 acres of Wet Prairie 1.17 acres of Stream Bank, 1.07 acres of Swale, 11.99 acres of Mesic-Wet-mesic Prairie, 16.56 acres of graminoid only Mesic Prairie, 201.87 acres of Mesic/Wet-mesic Savanna, 65.71 acres of Oak Woods and 33.56 acres of Oak Ravine. The project involves a total of approximately 346.28 acres of the Bailey NW, SW, NE, SCentral and SE tracts, the Nozrik N and S tracts, and the Bundalo, Kim and Quail Hollow tracts of the Hobart Marsh-area Little Calumet River mitigation property. ACQUISITION INFORMATION: Competition for this acquisition is a 100% set-aside for Small Business Concerns. The NAICS code is 237990, with a Small Business Size Standard of $36.5M. The magnitude of cost for construction is estimated at $5M to $10M. The Request for Proposal (RFP) Package will be downloadable from the INTERNET only. The project specification files will be Portable Document Format (PDF) files and will be viewed, navigated, or printed using Adobe Acrobat Reader. Interested offerors will be able to download the RFP package from: http://www.fbo.gov. The RFP package will be available on FBO on or about July 21, 2016, with bids due on or about August 22, 2016. In the case of a discrepancy concerning these dates, the dates in the RFP document itself will supersede the dates published in this notice.
