Description
STATEMENT OF NEED STATEMENT OF NEED FOR SERVICES PURPOSE: The NOAA UAV project "Quantifying Restoration of Juvenile Salmon Habitat with an Unmanned Aerial Vehicle System" (P8R2WMA) requires a small, lightweight hyperspectral imager to be fitted on an Unmanned Aerial Vehicle (UAV). This camera system will be used to record spectral signatures from wetland systems. Required are botanical and image analysis experts who can direct UAS field missions and analyze results. TECHNICAL SPECIFICATIONS: The NOAA UAV project "Quantifying Restoration of Juvenile Salmon Habitat with an Unmanned Aerial Vehicle System" (P8R2WMA) requires expertise in Unmanned Aerial Vehicle (UAV) payload development, experimental sample design, and field operations. Our project involves equipping a small, lightweight hyperspectral imager on a UAV and conducting research and development on wetland plant communities. We require a team with knowledge and the ability to 1. organize collection of representative plant species, and 2. to analyze hyperspectral imagery and extract community metrics. Members will take part in planning and executing field operations. Analytical tasks include development of a "spectral library" of plant species, and development of algorithms to automate data processing. Members will assist in production of a Protocol document outlining findings. These operations will be conducted in close cooperation with collaborating team members. SECURITY: • Personnel performing work must wear visible identification at all times. • Personnel performing work will work primarily [off-site]. • Personnel performing work [will not] require access to NOAA facilities. • Personnel performing work [will not] require a PIV or CAC. • Personnel performing work [will not] require a NOAA email address. • Personnel performing work [will not] require use of DOC owned IT Equipment (Laptop, Desktop Computer). • Personnel performing work [will not] require Non-Government IT equipment to interconnect to a DOC network. • Personnel performing work [will not] require access to non-public DOC/NOAA data. DATA PRIVACY: Should work on this agreement require that personnel have access to Privacy information, personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. Data created, obtained and collected during the performance of this agreement is the property of NMFS. Data may not be released by any party without written consent from the NMFS POC (Government Contact). Data must be protected from unauthorized disclosure. Personnel must comply with all Federal, DOC, NOAA, and NMFS policies relating to IT and data security. NON-PERSONAL SERVICE: Personnel performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Personnel will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The NMFS will perform the inspection and acceptance of the completed work. DELIVERABLE SCHEDULE: Start date: Upon signing; end date: 31 Dec 2017 We will submit a final report that will cover a) Spectral librert dataset anfd b) Standardized protocols for UAS flight and Hyperspectral image analysis Services will Task Complete date Task 1 Conduct vegetation surveys 1 Oct 2016 Task 2 Develop spectral library 1 Dec 2016 Task 3 Write flight & analysis protocols 1 Oct 2017 Deliverable 1 Draft of report to NOAA UAS 1 Nov 2017 Deliverable 2 Final report 31 Dec 2017
