Description
This AMENDMENT 02 updates the synopsis and extends the closing date to 8 July 2016. SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with GXM Consulting LLC in pursuant to FAR Part 6.302-1, Only One Responsible Source. The Government has a requirement to identify new solutions and requirements for organizations that require Transforative Application (TA) mapping tools, tatical and strategic mobile applications, cross-agency interoperability, innovation, prototyping, hosting expertise, user assessments and limited fielding of TA systems. Specifically, ITAP will maintain and evolve the TA Ecosystem, Mobile Mappling Tools, 120 plus S/W Applications, TA Market Place, TA Training Tools and Ancillary TA components. ITAP will leverage the unique corporate knowledge gained over the last 5-years of innovative mobile application development, R&D framework, system engineering, device evaluation/testing, field demonstrations and piolt programs to further support the new technology domain. It is the Government's intent to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period not to exceed $49.1M. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 541712 (Research and Development in Physical Engineering and Life Sciences). All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice by COB (4:30PM) 8 July 2016, to Tristan Harley, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items; however, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 45 days of this notice. The Government reserves the right to process this procurement as an Only One Responsible Source, pursuant to FAR Part 6.302-1, based on the responses received. One trip will be used to perform a fit check in San Diego, California and another trip will be to perform a design/project review at a client facility.
