Description
This AMENDMENT 01 updates the synopsis and extends the closing date to 8 July 2016 SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with NEANY, Inc. pursuant to FAR Part 6.302-1, Only One Responsible Source. The Government has a requirement for detailed knowledge of various unmanned and unattended Intelligence, Surveillance and Reconnaissance (ISR) aerial platforms and systems used for persistent coverage and system augmentation. The government has identified two critical aerial ISR platforms for this effort including the Arrow Unmanned Aerial System (UAS) and Lighter-than-air systems. This effort specifically seeks to modernize and merge the capabilities of the Arrow UAS and Lighter-than-air Persistent Surveillance Systems for the purpose of improving tactical situational awareness, intelligence gathering, targeting and tracking, and pre and post-blast and disaster management. The technical focus areas of this effort include improving and consolidating technologies for communication, ground processing, exploitation, sensors, interface controls, and others that could increase the effectiveness of the Arrow UAS and Lighter-than-air Persistent Surveillance Systems and their sensor payload systems. To provide classified and unclassified research and development to improve processes for flight operations, logistics for rapid deployments, and cross platform training. Key components to this requirement exist; as the Government has played a significant role in developing the platforms. However the government does not have proprietary rights for the Arrow UAS platform and associated support services, which is critical in fulfilling this requirement. It is the Government's intent to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period not to exceed $49.2M. Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 336411 (Aircraft Manufacturing). All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice by COB (4:30PM EST) 8 July 2016, to Tristan Harley, Contracting Officer and to Amelia Flournoy, Contract Specialist, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items; however, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 45 days of this notice. The Government reserves the right to process this procurement as an Only One Responsible Source, pursuant to FAR Part 6.302-1, based on the responses received. Questions regarding this notice should be addressed to Tristan Harley and Amelia Flournoy with subject NEANY, Inc. via email at tristan.d.harley.civ@mail.mil and amelia.m.flournoy.civ@mail.mil by COB (4:30PM EST) 6 July 2016.
