SOLICITATION NOTICE General Contractor for Construction Services for the High Performance Green Building Follow-On Project at the Federico Degetau Federal Office Building, Hato Rey, Puerto Rico REFERENCES: 1. FBO Sources Sought Notice No. GC-DegetauFOB-2016, posted on February 5, 2016. 2. FBO Pre-Solicitation Notice No. GC-DegetauFOB-2016, posted on May 4, 2016. 3. FBO Special Notice No. GC-DegetauFOB-2016 (Posting Event), posted on May 19, 2016. PROJECT DESCRIPTION: The General Services Administration (GSA), Public Buildings Service (PBS) Northeast and Caribbean Region (Region 2) is seeking a qualified General Contractor (GC) to provide construction services for the modernization of the Federico Degetau Federal Office Building (FOB). This project will serve as a follow-on action to the High Performance Green Building (HPGB) project funded through the American Recovery and Reinvestment Act (ARRA) of 2009. The modernization of the Federico Degetau Federal Office Building (FOB) aspires to greatly improve the environmental impact of the facility. The facility was constructed in the early 1970s, and, aside from small retrofits, was still utilizing the original base building environmental systems. The facility is located in the Hato Rey area of San Juan, Puerto Rico, which is a hot, humid environment. As a result, there is a continuous demand for cooling and dehumidification, particularly during the occupied daytime hours, and there is no demand for space heating. In 2011 the HPGB modernization project began with the primary goal of reducing the annual energy consumption and to further employ sustainable "green" strategies at the facility therefore making a healthier environment for its occupants. In this case, a healthier environment refers to greater thermal comfort, better indoor air quality, more comfortable lighting, and less toxic finishes (paints, floors, walls, ceilings, sealant, adhesives, etc.). To achieve this, the GSA committed to replacing all of the existing lighting and environmental systems with newer, more efficient, more effective systems. The original HPGB modernization project outlined- above has been completed generally through its second phase, including the complete upgrade of the chiller plant, replacement of the majority of the power distribution and substations; and HVAC, lighting and ceiling upgrades to roughly 50% of the tenant the areas in the FOB. The project described by this solicitation seeks to complete as close as possible the intent of the HPGB project as a "follow-on" comprised of the unfinished portions of the Degetau FOB. In general, this includes the work on upper floors 4-7 of the building from the original HPGB project. This work is presented for proposal with base and optional line items. The scope of work for the anticipated contract is generally limited to the completion of the Degetau Federal Office Building. Follow-on project work in the Nazario Courthouse and the structure that links it to the FOB will be performed under a separate contract. The contractor may be required to interface with the Nazario Courthouse contract, since the two buildings share common systems, including, but not limited to the chiller plant, emergency power distribution, fire pump and BMS system. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. Construction elements include but are not limited to building construction services, fire protection, lighting, mechanical and electrical upgrades, and asbestos abatement. The BASE work includes construction primarily within a portion of the fourth floor (approximately 20,000 SF in area) consisting of replacement of the HVAC distribution system with a new Variable Air Volume (VAV) system with connection to existing basement equipment and new local equipment, as well as lighting and ceiling upgrades, restroom renovations, and associated work. Also included is construction of approximately 1,600 SF court chambers swing space at the third floor to facilitate phasing of the fourth floor area; as well as construction of approximately 600 SF of office space at the first floor and relocation of offices from the seventh floor. The base work also includes complete replacement of the roof and improvements to the lightning protection system. The building footprint is approximately 39,000 SF. OPTIONS include the following: Option N1: Connection of existing first floor Thermafusers to Building Automation System (BAS) Option N2 (a-d): Construction of Rainwater Cistern, and related options Option N3 (a-b): Completion of Solar Photovoltaic (PV) system at FOB Roof, and related options Option N4: Building signage for floors 4-7 Option N5: Renovation of East Restrooms floors 5-7 Option N6a: Installation of 7th Floor Mechanical Equipment and associated work; and the 7th Floor West Restroom renovation. Option N6b: New Air Risers & Associated Building Core Work for floors 4 through 7. Option N6c: Completion of the 7th Floor ductwork including distribution, VAV system, lighting, ceilings and finishes in cafeteria and tenant spaces. Additional options are included and relate to the use of Government Furnished Equipment in lieu of providing new. PRIME CONSTRUCTION SERVICES: Include but are not limited to labor and materials necessary to complete the construction within the project schedule while maintaining continuous operation of the existing federal facilities within the Hato Rey campus. Services are generally described as follows: 1. General Construction activities, 2. Management, supervision, trade coordination, scheduling, planning, phasing, 3. Equipment, transportation, disposal services, 4. Coordination of work by other contractors, 5. Building and site construction and commissioning, 6. Obtaining construction permits, 7. Construction Waste Management and other sustainable measure (for LEED rating), 8. Tenant relocations (as necessary). SCOPE OF WORK: Generally described as follows but not limited to: 1. Building construction: a. Mechanical Electrical Plumbing work b. Demolition of existing construction c. Interior build out including finishes d. Fire and Life Safety improvements e. Hazardous material abatement f. Move coordination and moving g. Signage ESTIMATED SCHEDULE: GSA anticipates issuing the drawings and specifications approximately on or about June 1, 2016; with receipt of proposals at a minimum of thirty (30) calendar days later. The target date for contract award is on or before September 30, 2016. The period of performance is 730 calendar days from Notice to Proceed (NTP) to Substantial Completion. Additional required durations and Milestones are included for certain elements of the work. Award of certain options may affect the overall period of performance as indicated. CONSTRUCTION COST RANGE: $15 - $25 Million SOCIOECONOMIC CONSIDERATIONS: This requirement is 100% set aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction; with a size standard of thirty-six million, five hundred thousand dollars ($36,500,000) average annual receipts. All responsible small business firms may submit a proposal. SELECTION PROCESS: This will be a competitively negotiated acquisition governed by procedures in FAR 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process. A firm fixed price contract is contemplated. For this procurement the technical evaluation factors (non-price factors), when combined, will be weighted approximately equal to price. Technical factors are as follows: FACTOR 1: TECHNICAL QUALIFICIATIONS SUB-FACTOR 1: EXPERIENCE ON CONSTRUCTION PROJECTS SUB-FACTOR 2: QUALIFICATIONS OF KEY PERSONNEL SUB-FACTOR 3: PROJECT EXECUTION AND QUALITY CONTROL PLAN FACTOR 2: PAST PERFORMANCE ON RELEVANT CONSTRUCTION PROJECTS Upon receipt of proposals, the Source Selection Evaluation Board (SSEB) members will evaluate each technical submission individually. Price proposals will be evaluated independently from the technical proposals. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. All information, amendments and questions concerning this solicitation will be electronically posted at the FedBizOpps website via http://www.fbo.gov. The building is located at 150 Carlos E. Chardon Avenue, which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference will be held for the procurement to discuss the project and proposal requirements. 1. Space at the venue is limited, and therefore firms should limit themselves to no more than two (2) attendees, each. The venue for the pre-proposal conference is provided by the Puerto Rico Federal Contracting Center (FeCC), a Procurement Technical Assistance Center (PTAC). The Puerto Rico Federal Contracting Center (FeCC) is a division of the Puerto Rico Industrial Development Company (PRIDCO) focused in assisting local businesses to sell their goods and services to the federal government. REQUESTS FOR CLARIFICATION OR INTERPRETATION: The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but does not warrant that all such requests will be answered within 11 calendar days. Prospective Offerors should make such requests not less than 11 calendar days prior to the date set for receipt of offers.
