- This is a Sources Sought Notice for the purpose of conducting market research, and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. The purpose of this synopsis is to obtain information from businesses that would be interested and capable of providing the types of services noted below. The National Park Service (NPS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy. The future procurement will provide services for Nuisance and exotic pest plant control the NPS units in Florida and the Virgin Islands which will be divided into three working regions as follows: Region I: Central and North Florida- Canaveral National Seashore (Titusville, FL), Castillo de San Marcos National Memorial (St. Augustine, FL), DeSoto National Memorial (Bradenton, FL), Fort Caroline National Monument (Jacksonville, FL), Fort Matanzas National Memorial (St. Augustine, FL), Gulf Islands National Seashore (Gulf Breeze, FL), Timucuan Ecological and Historic Preserve (Jacksonville, FL) Region II: South Florida- Biscayne National Park (Homestead, FL), Big Cypress National Preserve (Ochopee, FL), Dry Tortugas National Park (Homestead, FL), Everglades National Park (Homestead, FL) Region III: US Virgin Islands- Virgin Islands National Park, Buck Island Reef National Monument, Christiansted National Historic Site, Salt River Bay National Historic Preserve Contractor will perform nuisance and exotic and plant species control work on a variety of natural area habitats in Florida and US Virgin Islands including but not limited to submerged aquatic systems, fresh and saltwater marshes and prairies, coastal islands, beaches, mangrove forests, hardwood hammocks and cypress forests. The exotic and nuisance plant species work may take place on a variety of disturbed or developed sites including but not limited to along roadways, parkways, recreational areas, camping areas, parking areas, vistas, canals, or within developed landscapes, including cultural landscapes and around buildings. Contractors may be required to work in harsh environments that include but not limited to areas with uneven footing, slippery, flooded conditions, and steep slopes. Perform nuisance and exotic plant management work in Florida and the US Virgin Islands as appropriate and acceptable in the designated areas. The work may utilize hand or mechanical methods including but not limited to pulling, cutting, clearing tilling and aquatic, terrestrial and aerial chemical applications or some combination of all of these practices. Repeat treatments may be required. Species to be treated will generally be listed as invasive by the Florida Exotic Pest Plant Council (FLEPPC), Cooperative Weed Management Area (CWMA) or other Federal and state criteria. Nuisance plants maybe predominantly native plants and include but not be limited to cattail (Typha sp.) or willow (Salix sp.). The North American Industry Classification System (NAICS), code will be 541620, Environmental Consulting Services. The small business size standard will be $15.0 million. Again, at this time the NPS is not accepting proposals but is requesting that interested businesses respond to this notice by furnishing the following information by July 12, 2016. (1) Company name, address, point of contact, telephone number, and email address. (2) Business type: 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned, Small Businesses (SDVOSB), Woman Owned Business, or small business, etc. (3) Provide a general statement of your qualifications, capabilities and ability to perform the required types of work. (4) Specify which regions your company may be interested in providing services. (5) Brief description of nuisance and exotic plant management services similar to that described above provided within the past 5 years. Minimum information should include the following: Contract price, project location, date of services, a brief description of the services. Do not send photos at this time. Contracts / projects submitted must be similar in scope and dollar value to the work described in this sources sought. (6) Responders should demonstrate that they have the capacity to perform the type of work described in this synopsis. All responses to this notice should be submitted via email to Celinda Hicks at celinda_hicks@nps.gov by no later than close of business July 12, 2016.
