- Sources Sought Notice: Point of Care Hematology Analyzer for the Ralph H. Johnson VA Medical Center in Charleston, SC. 29401 DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Dino.LaRocca@Va.Gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 334516, Analytical laboratory instrument manufacturing (size standard 1000 Employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to provide the following: Point of Care Hematology Analyzer: ITEMDESCRIPTIONQTYUNIT 0001TWO (2) Sysmex pocHi 100i hematology instruments, one year warranty period, BMET training for one individual (travel, meals, Lodging not included).2EA 0002SERVICE/OPERATOR MANUAL W/SCHMATIC2EA RHJ VAMC Point of Care STAT LAB Hematology Analyzer Statement of Work 534-16-3-783-0119 6/24/2016 I.Definitions: A.Hematology: the study, diagnosis, treatment, and prevention of diseases related to blood. B.CLIA WAIVED: tests that are determined by the FDA to be so simple that there is little risk of error. C.EBOLA: An infectious and generally fatal disease marked by fever and severe internal bleeding, spread through contact with infected body fluids by a filovirus D.STAT Lab: a free-standing lab capable of performing an abbreviated battery of test in an urgent manner E.White Blood Cell: the cells of the immune system that are protect the body against infectious disease and foreign invaders. The number of BCSs I the blood is often an indicator of disease, and is an important subset of the complete blood count. F.Absolute Neutrophil Count (ANC): a measure of the number of neutrophil granulocytes in the blood. Neutrophils are a type of white blood cell that fights against infection. G.Red Blood Cell (RBC): blood cell that delivers oxygen to the body tissues. H.Platelet (PLT): a component of blood whose function is to stop bleeding by clotting blood vessel injuries. II.Statement of Work: The Ralph H Johnson VA Medical Center is seeking to procure a CLIA waived point of care hematology analyzer for the Ebola STAT laboratory. This instrumentation must be CLIA waived, compact, and able to perform WBCs, ANC, RBCs, and PLT measurements. Additional requirements are must provide a 3-part WBC differential, be a closed tube patient and quality control sampling, and have operator and quality control lock out. Due to the nature of the EBOLA crisis, it is imperative that this instrumentation be used to test biological samples from Ebola patients and requires minimal operator intervention, can be safely disinfected, reused, and provides the ease of use that is allowed with CLIA waived testing. Additional requirements are that this CLIA waived hematology analyzer has connectivity capabilities with the Abbott PWEB QCM3 data management software and VistA. The QCM3 data management software program is already onsite and validated for use and in the ancillary testing department. Any other instrumentation that does not provide interface capabilities would risk patient safety cost the facility extraneous funds and jeopardizes regulatory agency requirements. Sysmex America Inc. CLIA waived Pochi-100i point of care analyzer is the only hematology CLIA waived analyzer which meets the needs of the department. The Pochi-100i analyzer is the only portable diagnostic device to offer a full complement of CLIA Waived blood hematology tests at the point-of-care in an urgent manner. With the Pochi-100i's rapid test time, healthcare providers can diagnose and treat within the span of a single visit, thereby increasing the efficiency of care, reducing costs, improving patient management and boosting revenues. III.Scope of Work: The contractor shall provide all supplies, accessories, equipment, interfacing equipment, a minimum of one year warranty of the product, initial training, and all other resources required to deliver the requirements stated herein, except as may otherwise be specified in this statement of work. a.Contractor Requirements: Contractor must be eligible to enter into contracts with the Department of Veterans Affairs and the United States Government. Contractors shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.
