Description
PURPOSE: The Naval Sea Systems Command plans to issue solicitation number N00024-16-T-2234 for the procurement of one (1) SPAWAR Support Craft to replace aging equipment. The replacement boat will provide comparable to enhanced performance of current capabilities. A Firm Fixed Price contract will be awarded to the responsible Offeror whose proposal is determined by the Government to be the Best Value using the Lowest Price Technically Acceptable (LPTA) approach. This procurement will be issued as a simplified acquisition, in accordance with FAR 13 and will be restricted to the following three (3) vendors: Gravois Aluminum Boats, LLC, Modutech Marine, Inc., and Silver Ships, Inc. These vendors were chosen based on their small business classification and the Governments independent market research of a similar items and their ability to meet schedules. DESCRIPTION & MISSION PROFILE: The contractor will be responsible for following their standardized manufacturing processes to procure, develop, test, and deliver final end items to the Government. This capability will be for minefield maintenance, i.e., setting, retrieving and moving seaborne mines, and occasional dive operations in support of the marine mammal program. The selected sources have been determined to have the personnel, facilities, technical capability and production capacity to produce the specified craft. Key attributes and requirements: Boat type: Aluminum landing craft with bow door and A-frame Nominal length: 35 feet Maximum Gross Vehicle Weight (boat and trailer): 13,000 lbs Max Beam: 12 feet Mission duration: up to 12 hours Hull material: Aluminum Propulsion type: Twin Outboard 250 hp's Cruise speed: 30 knots Range (with 10% reserve): Transit 75 nautical miles off shore at 30 knots, tend minefield, and transit back 75 nautical miles at 30 knots (Approximately 200 nautical mile range) Payload: 7800 lbs (including personnel) Sea State: Full operation in SS2, Reduced operation SS3, Survive SS4 Transportability: Capable of movement on yard trailer using tractor as prime mover Hydraulic A-Frame on bow (2000lb capacity) Open console with T-Top Deck cargo tiedowns Hoisting fittings Delivery to be within 280 days After Receipt of Order (ARO) The planned date for release of the RFP is no later than July 15, 2016 with a planned date of contract award by end of Fiscal Year 2016. The NAICS Code for the SPAWAR Support Craft procurement will be 336612 (Ship and Boat Building).
