- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Global Imaging Inc., 201 Lomas Santa Fe Drive, Suite 380, Solana Beach, CA 92075, for Geostationary Operational Environmental Satellite (GOES) system-Variable (GVAR) software support for GOES East and GOES West Ingest System for the National Hurricane Center (NHC) in Miami, FL. Sole Source Justification This software support is for processing data from the two operational geostationary satellites in the east and west positions. This data is one of the most critical for monitoring and forecasting hurricanes. A loss of this data could result in a significant reduction in the accuracy of NHC's hurricane forecasts, potentially reducing the lead time of watches and warnings and increasing over warnings. This degradation could put thousands of coastal residents at greater risk from hurricane hazards and potentially cost hundreds of millions of dollars. Because of the critical nature of this satellite data, NHC purchased the robust satellite ingest systems from global imaging as the primary source. The satellite ingest is a complicated process and requires propriety hardware to achieve the stability needed for NHC's critical mission. Choosing a different software vender would require replacing all three of NHC's servers (costing about $10,000 each), and having staff receive training on the support of the new servers and software. In addition, the downstream processing of the satellite data would also have to be redesigned to accommodate a different ingest system. That training and redesign would also be costly in terms of support staff time. NHC is about to enter the most active part of the hurricane season, and these costly changes could not be implemented in time to provide the stable ingest of this critical data during the hurricane season. Global Imaging Inc. wrote the software that controls the GVAR ingest process for two GOES satellite systems necessary for critical severe weather forecast operations at the NOAA National Hurricane Center. Global Imaging is the only support provider for this software. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the required services may submit substantiating documentation in writing within five days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
