- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Telemedicine and Advanced Technology Research Center (TATRC) to procure a ViSi Mobile patient-worn vital sign monitor without competition as prescribed in FAR 13.106-1(b)(1)(i). Specifically, the Government will procure this device manufactured by Sotera Wireless. Sotera Wireless is the sole source provider of this product with no certified resellers. The ViSi mobile patient worn vital signs monitor measures Heart Rate, Pulse Rate, Respiration Rate, SpO2, Continuous Non-Invasive Blood Pressure (cNIBP), and Skin Temperature for an ongoing research initiative for "SECURE INTEGRATION OF POINT OF CARE PHYSIOLOGIC DATA VIA ULTRA WIDEBAND COMMUNICATIONS FOR SPECIAL OPERATIONS FORCES" This research initiative will enable Ultra Wideband (UWB) capability on the Sotera ViSi Mobile. Starix Technology proposes to integrate and develop a UWB adapter technology that connects to one of the three CAN ports available on the ViSi Mobile device. The UWB adapter will include the UWB modem and a battery to power the modem. In order to continue research this initiative must have the ViSi Mobile monitor that our research partners are conducting research with. TATRC has partnered with the Special Operations Command to conduct research integration and field evaluation testing. The Special Operational Forces are acquiring the Sotera ViSi Mobile and TATRC was tasked to integrate Ultra Wideband (UWB) capability on the ViSi Mobile and then demonstrate the ability to transfer medical data from the ViSi Mobile to a Tempus Pro and a Samsung Note 3. TATRC requires the Sotera ViSi Mobile patient-worn vital sign monitor to conduct this ongoing research initiative that will integrate these three devices with UWB to provide the capability to communicate with each other and exchange medical data information. Example: the Tempus Pro will have the capability to view 3-4 ViSi mobile devices at the same time. This will enhance the medics' ability to monitor 4-5 patients from one device in a field environment or during en route transport. Our research partners are using the ViSi Mobile monitor and TATRC must have the same monitor that our research partners are already using to validate this research during field exercises with C4ISR Ground Activity located at Fort Dix, NJ. Only the ViSi Mobile patient-worn vital sign monitor will meet TATRC's research objectives if another monitor is selected TATRC will not have the same monitor as our research partner. The North American Industry Classification System (NAICS) for this requirement is 339112 and FSC 6515. Proposed solicitation number: W81XWH-16-T-0303. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
